ManTech TTO Lead / Software Engineer in Hanover, Maryland

Responsibilities include, but are not limited to:

As a TTO Lead / Software Engineer, you will operate in an agile environment, utilizing your leadership and technical skills in research, software engineering, and networking to develop and deliver impactful mission solutions.

TTO Lead responsibilities:

  • Take accountability for efficiently executing the TTO by performing necessary tasks.

  • Foster program excellence by maintaining communication with other contract TTO managers and functional support entities, including Program Control Analysts, contracts and subcontracts management, and staffing and recruiting.

  • Effectively manage technical resources, provide reports on technical progress, issues, and problem areas, and contribute to the creation and review of technical documentation.

  • Coordinate communication between Government and ManTech stakeholders.

  • Generate customer reports and contract deliverables.

  • Oversee and manage all staffing activities for TTO vacancies.

  • Support Program Management in various activities, including TTO and overall contract performance, risk management, requirements analysis, quality assurance, and cost estimation.

Expert Software Engineer Responsibilities:

  • Lead and/or participate in a small, multi-disciplinary team to conduct research on platforms of interest and develop capabilities that meet customer requirements.

  • Implement capabilities and tools using C, C++, and Assembly programming languages.

  • Support unit, component, and system test activities, as well as contribute to readiness reviews and product releases.

  • Maintain effective communication with the technical team, management, and the customer, keeping them informed of progress, plans, and potential issues.

Basic Qualifications:

  • Bachelor's Degree or equivalent in Computer Science or Engineering, Advanced Degree preferred, with over 15 years of relevant experience.

Leadership Basic Qualifications:

  • Minimum of 5 years of Technical Leadership experience.

  • 5 years of experience leading projects and contracts of comparable scope, type, and complexity.

  • 3 years of experience in detailed management and oversight of a Contractor or Government team.

  • Experience managing teams of over 30 technical resources.

Technical Basic Qualifications:

  • At least 15 years of relevant work experience with a focus on low-level development and CNO.

  • Experience in system-level programming or developing for embedded systems.

  • Proficiency in C/C++ and Assembly for x86, PowerPC, MIPS, or ARM.

  • Knowledge of network programming.

  • Expertise in reverse engineering using tools like Ghidra, IDA Pro, or Binary Ninja.

  • Familiarity with basic VLAN/VPN/NAT concepts.

  • Experience using signal analysis tools such as Wireshark.

  • Scripting experience using Python, Ruby, or JavaScript.

  • Comfortable developing in the Linux operating system.

Preferred Qualifications:

Preferred Leadership Qualifications:

  • Experience managing the cost, schedule, and performance of a complex TTO, serving as the main point of contact for Technical/Contracting Officer's Representative(s).

  • Demonstrated ability to lead multiple simultaneous activities to successful outcomes.

  • Familiarity with the guidelines provided by the Federal Acquisition Regulations (FAR).

Preferred Technical Qualifications:

  • Experience working in an Agile environment utilizing the Atlassian suite.

  • Familiarity with Real-Time Operating Systems such as VxWorks, Integrity, eCos, or POSIX compliant Operating Systems like Solaris or BSD.

  • Proficiency in SVN or GIT version control systems, along with an understanding of basic Configuration Management principles.

  • Experience with network test equipment i.e. Spirent/Ixia/Xena.

Security Clearance Requirements:

  • Active/Current TS/SCI with Polygraph is required to start

Physical Requirements:

  • Sedentary work that primarily involves sitting/standing/walking/talking and must be able to remain in a stationary position 50%.

  • Moving about to accomplish tasks or moving from one work site to another (at customer site).

  • Communicating with others to exchange information and frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
