Defense Security Service Enhanced Foreign Screening and Vetting Operations Manager in Hanover, Maryland

Summary Serves as the Operations Manager, within the Adjudication and Vetting Services (AVS) mission. The incumbent is responsible for leading a program that has broad interaction with security and CI professionals to fulfill the duties of the Chief, Expedited Screening Division. Demonstrates superior analytic tradecraft, promotes technical innovation and oversees mission support. Responsibilities As an Enhanced Foreign Screening and Vetting Operations Manager you will be responsible for the following duties: Facilitate innovation/process improvement for all Enhanced Screening and Vetting enterprise personnel and processes. Evaluate/recommend proposed changes in operating tactics, techniques and procedures. Oversee the evaluation of data sources/information both domestic and international; ensuring enterprise obtains access to the key internal and external data sources of relevant information that enables it to meet customer and self-derived needs. Identify/establish/oversee implementation of strategies for integration of data feeds/historical info in support of DoD interests/policy objectives. Guides efforts to design processes/scalable solutions to increase efficiencies in bulk data exploitation/identity link analysis to achieve mission. Oversees and guides the production of tactical, multidisciplinary, and strategic analysis that supports key US national security and foreign policy objectives and helps shape DoD analysis and priorities. Guide and direct the use of a variety of methodological tools and approaches to gain a comprehensive understanding of complex and significant analytic issues and incorporate insights and findings into well-crafted, sophisticated intelligence products. Oversee and approve all staff actions for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with DoD and Director of National Intelligence policies and requirements, and Federal Investigative Standards. Develop and clearly communicate pertinent information to diverse audiences in a timely and proper manner. Uses an extensive network of contacts within and outside of DCSA to identify customer issues, propose effective solutions, and explain rationale for proposed solutions. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Supervising personnel of various grades up to, and including, GG-14; fostering collaboration and engagement amongst staff and stakeholders; directing mission requirements across a broad range of activities; planning and scheduling re-organization initiatives; evaluating current and anticipated workloads, determining resource impacts and balancing with stakeholder needs and mission requirements; and analyzing data, preparing presentations, and presenting high level briefings and documents, along with recommending appropriate actions; representing leadership when required. Specifically you will be evaluated on the following competencies: 1. Critical Thinking - Exercising sound reasoning and analytical thinking, using knowledge, facts, and data to resolve workplace issues.
