Commander, Navy Installations SEXUAL ASSAULT RESPONSE COORDINATOR (SARC) in Guam, Guam

Summary This position is located at the Fleet and Family Support Center (FFSC), Naval Base Guam (NBG). The mission of Joint Region Marianas (JRM) Warfighter & Family Readiness (WFR) is to provide the highest quality programs and services to the military community through self-sustainment across all quality of life programs. Recruitment and Relocation Bonuses/Incentives may be negotiable in accordance with agency policy. Responsibilities Major duties and responsibilities are summarized below. Program Management. Provides overall management and evaluation of sexual assault awareness, prevention, training, and victim advocacy at the installation. Responsible for assigning, monitoring, managing and documenting victim assistance and advocacy activities performed by the SAPR VAs at the tactical (e.g., command/installation) level. Advises installation leadership on legislative, policies, programs, and initiatives regarding the prevention of sexual assault and response services to victims. Performs ongoing, analysis, assessments, and evaluation of the effectiveness and efficiency of programs that provide response and support services to victims of sexual assault and aid in the prevention of sexual assault. Develops processes, procedures, and communication strategies to assist Installation and Fleet Commanders in their AOR, as assigned, in executing the goals of the SAPR Program. Assists with preparations for visits from inspecting authorities. Provides management, oversight, and training on data collection processes. Analyzes data to prioritize and gauge sexual assault response efforts and resource needs. Co-chairs the sexual assault Case Management Group and ensures all unrestricted reports of sexual assault are presented monthly until transfer/closure and assures that the needs and concerns of the victim are met and shared with the commanding authorities. Facilitates the development and collaboration of installation SAPR public awareness campaigns to include planning of local events. Training. Trains commands, SAPR Victim Advocates (VAs), Unit SAPR VAs, and others as requested utilizing standardized curriculum provided by CNIC Headquarters SAPR. Ensures command SAPR personnel are properly trained to provide briefings to commands that include proper reporting procedures, maintaining victim confidentiality, and available victim support services. Liaises with local victim support agencies in order to gain support and cooperation in achieving support for victims of sexual harassment and to promote the enhancement of the sexual harassment services. Plans, schedules and facilitates sexual harassment response training for all installation personnel, leadership, deploying personnel, and other key functional stakeholders to include annual refresher training. Case Management. Documents and maintains current records in the Fleet and Family Support Management Information System (FFSMIS), as required. Tracks the status of the SAPR Program within their AOR to include, issues, trends, areas needing improvement, effectiveness of local case management, and installation climate. Performs victim advocacy duties and provide a non-clinical response that is trauma-informed, gender responsive, culturally competent, and recovery-oriented to adult victims of sexual assault. Performs a complete risk assessment screening, thorough safety assessment and planning, and ongoing needs assessment for all adult sexual assault cases and conduct initial and ongoing needs assessments. Maintains victim and incident case information, subject demographics and disposition, and training records through the Defense Sexual Assault Incident Database (DSAID) in accordance with regulatory and policy guidance as established by DoD and Navy. Provides referrals and non-clinical support to Service member victims of sexual harassment. Documents SAPR referrals for victims of sexual harassment using the SAPR Related Inquiry (SRI) module in DSAID. Retains all DD Forms 2910 in accordance with regulatory and policy guidance as established by DoD and Navy. Oversight. Exercises oversight responsibility for UVAs when they are providing victim advocacy services to victims of sexual assault and sexual harassment. Maintains oversight of all aspects of victim advocacy services provided by SAPR VAs and tracks, at a minimum, what subordinate units require SAPR VAs, a roster of those SAPR VAs and, status of their training, and rotation dates. Coaches, facilitates, solves work problems, and participates in the work of the SAPR VA personnel. Resolves simple, informal complaints of employees and refer others to supervisor. Ensures sexual harassment victims' safety concerns are assessed and identified safety issues are reported in accordance with policy. Ensures victim advocacy services include: the capacity to respond by telephone and in-person 24 hours a day, providing support and assistance to victims of sexual assault and sexual harassment, including response within 60 minutes of the referral, either telephonically or in-person and procedures for contacting SAPR VAs, as well as specific protocols that govern the duties and responsibilities of the SAPR VA. Ensures SAPR personnel receive proper training to fulfill requirements of their positions. A complete list of duties and responsibilities will be provided at the time of hire. OPM Basic Qualification Requirements: A four-year degree or higher in behavioral or social science; or related disciplines appropriate to the position; OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Specialized experience requirement: In addition to the above basic requirement, at least four years' experience in victim assistance or advocacy within either military or civilian sector required. Knowledge of the dynamics of sexual assault and local community resources for sexual assault victims. Comprehensive and thorough knowledge of the DoD and DON SAPR programs, along with local, state, federal laws, and military regulations and policies pertaining to sexual assault, victim advocacy, and other acts of interpersonal violence sufficient to plan, organize, implement, and carry out the components of an interpersonal violence prevention and response program. Expert knowledge of DoD, DON, and CNIC SAPR policies and ability accurately to interpret/articulate their meaning, priorities and intent. Knowledge of laws, regulations, executive orders, issues, etc. to include the DON organizational structure, management policies, methods, and practices relating to sexual harassment victim advocacy. Thorough knowledge of a wide range of practices and procedures associated with victim advocacy, social services delivery systems and other elements of specialized social service programs, and behavioral or social science principles to direct the activities of the Sexual Assault Prevention and Response Program. Thorough knowledge of laws, regulations, and practices relating to privacy of information. Knowledge of a wide range of essential support, advocacy services, liaison services, community resources and care for victims of sexual harassment in accordance with generally accepted procedures and techniques. Knowledge of and skill in developing and adhering to program management plans. Knowledge of training and education techniques to implement and deliver sexual harassment training. Skill in the use of Microsoft Office Suite, DSAID and FFSMIS, sufficient to enter data, prepare reports, and develop information. Skill in providing victim advocacy and working with victims of sexual assault. Skill in employing various methods and techniques typical of a sexual harassment victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to provide support and/or assistance to them in the resolution of complex problems. Ability and skillset to provide effective SAPR trainings and briefings to commands, victim advocates, and first responders. Ability to identify needs, trends, and performance measures to evaluate program effectiveness and provide recommendations for process improvements. Ability to use data management and reporting systems to collect and organize data drawn from databases. Ability to advise program officials, including tactical-level leadership and installation personnel on the policies, practices, procedures, issues, and concerns associated with sexual assault and other acts of interpersonal violence and prevention, response, and victim advocacy. Ability to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify, and provide victim support assistance. Ability to compose written reports and material clearly, concisely, and effectively. Ability to maintain accurate statistical framework for program data collection and reports. Ability to provide information and one-on-one assistance to victims under difficult circumstances using sensitivity, tact, and caring, as well as understand and have empathy for victims. Ability to develop trusting helping relationships and to work effectively with individuals and families from diverse racial, ethnic, religious, and socioeconomic backgrounds. Strong analytical ability to intervene in crisis situations, using sound professional judgment, ethical practice, and common sense. Ability to work cooperatively with military and civilian medical, social service, law enforcement, and legal personnel on behalf of victims. Ability to drive a government or personal vehicle in order to travel to training, coordinate tasks/actions with clients, command and military and civilian agencies within the local area of the installation. Ability to effectively communicate both orally and in writing with all levels of management, staff, and military personnel and their families. The work is primarily sedentary in nature. Incumbent will be required to conduct business in a shipboard environment. Incumbent will climb up and down ladders, walk on uneven surfaces, and other semi-strenuous activities when conducting business in a shipboard or shipyard environment. In Navy shipyard environments repair and construction areas are routine and require adherence to safety precautions. This is a non-critical sensitive position requiring access to IT II system and/or PII. Position requires employee to obtain/maintain eligibility for a Secret security clearance. An Access National Agency Check Investigation (ANACI) is required via the SF86 Security Form. Incumbent must successfully complete a criminal history background check with no adverse information or feedback received. Child Care National Agency Check & Inquiry (CNACI) background check is required. Must comply with DoD Sexual Assault Advocate Certification Program (D-SAACP) policy guidelines and complete initial and ongoing certification training requirements. May be required to provide SARC duties and responsibilities in a deployed environment. Incumbent must have or be able to obtain and maintain a current state driver's license. Occasional travel up to approximately 25% or more may be required to complete work assignment, conduct or attend meetings, training events, site assist visits, or court hearings. Travel will be required to attend mandated DoD and Navy SAPR training. This position requires routine on-site access to government facilities. The incumbent may perform the tasks at an off-site location for ad hoc and situational telework only.
