Commander, Navy Installations EDUCATIONAL TECHNICIAN (FAMILY CHILD CARE MONITOR) in Guam, Guam

Summary This position is located at the Regional Child and Youth Program (CYP) Office, Warfighter & Family Readiness (WFR), Joint Region Marianas (JRM), Guam. The mission of JRM WFR is to provide the highest quality programs and services to the military community through self-sustainment across all quality of life programs. Responsibilities Major duties and responsibilities are summarized below. Program Support. The FCC Monitor provides initial assessments, ongoing monitoring, and periodic evaluations related to certification of FCC providers. Conducts monthly home visits to ensure FCC providers operate developmentally appropriate programs for children and youth in accordance with all Navy certification standards. Provides guidance and support for implementation of the developmentally appropriate practices endorsed by National Family Child Care Association (NAFCC). Ensures that activities promote the social, emotional, physical and cognitive growth of children in a variety of age categories. Maintains accurate records and files on each provider and submits timely reports. Assists FCC Director in implementing and utilizing incentives to recruit and retain providers. Assists the FCC Director with public relations duties to promote and support the FCC program and implement an aggressive marketing plan to address installation child care demand. Assists the FCC Director with duties related to liaising with the Quality Review Board (QRB) on matters pertaining to FCC certifications and suspensions. Assists FCC Director in implementing policies and procedures regarding fees, FCC subsidies, FCC incentives, and contracts with parents. Training. Assists the FCC Director with orientation and ongoing training using the Department of Navy (DoN) and community resources. Serves as an educational advisor and resource person to each FCC provider. Encourages and facilitates the pursuit of continuing higher education, including the Child Development Associate (CDA) credential or college-level classes. Assists FCC providers to maintain an active program of parental involvement, to include a Parent Information Board (PIB), parent education opportunities, and activities that provide parents with opportunities to participate. Assists with the completion of Navy modules and provides "on the spot" training and role modeling of child development techniques during home visits on an on-going basis. Compliance. Ensures compliance with, and is assessed by adherence to the standards and criteria developed by the NAFCC, DoN, DoD, and the Military Child Care Act (MCCA). Ensures compliance with the US Department of Agriculture (USDA) Child and Adult Care Food Program (CACFP). Additional Responsibilities. Serves as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect. Must be at least 18 years of age with a high school diploma or equivalent; AND have one of the following: A Child Development Associate (CDA) credential, Military School Age (MSA) or equivalent AND 3 years of experience where the incumbent displays knowledge of and competency in developmentally appropriate programming for children and youth; OR A 2-year degree in Early Childhood Education (ECE),Child Development, Elementary Education, Special Education, Home Economics (early childhood emphasis) or related field of study AND 2 years of full time experience working with children or youth; OR A 4-year degree in the above fields of study AND a minimum of 1 year of experience working with children or youth. Knowledge and understanding of the FCC component of the DoN CYP and its role as a viable child care option for children of military members and DoD civilians. Knowledge of developmentally appropriate programs designed to meet the physical, emotional, social, and cognitive needs of children. Knowledge in applying policies and regulations to ensure valid certification of FCC homes and maintenance of a safe, healthy environment for children. Knowledge of USDA CACFP or child nutrition to ensure that well balanced, nutritional meals and snacks are prepared. Skills to apply Federal and State laws governing the detection and prevention of child abuse and/or neglect. Skill working with military families and an understanding of military lifestyles is preferred. Ability to communicate effectively in English, both orally and in writing and possess strong interpersonal communication skills. The incumbent may be required to do considerable walking, standing, bending, stooping and lifting up to 40 pounds and must be able to drive an automobile for FCC visits. Climbing stairs may be necessary for home visits. The work is partially sedentary. Position is subject to special inoculation and immunization requirements as a condition of employment for working with children. Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory Committee on Immunization Practices (ACIP), which includes the influenza vaccine. Test Designated Position: In accordance with the Department of the Navy Test Designated Position listing issued 7 October 2003 this position is subject to both pre-employment and random drug testing as a condition of employment. A positive drug test, or failure to submit for testing, may become the basis for removal from this position. Must pass a pre-employment physical, provide evidence of immunization and be free from communicable disease. Satisfactorily complete all background checks in accordance with PL 101-647 to include National Agency Check with Written Inquiries (NACI). Must satisfactorily obtain or complete required training certificates and maintain certifications or credentials required by federal, state or National Accreditation institutions utilized as part of DOD's Child and Youth Programs.
