Serco Groton EB PMS 450 On-Site Team (OST) Lead in Groton, Connecticut

Position Description

Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

Serco-NA is seeking a motivated individual to provide programmatic support to one of our Team Submarine customers. Serco-NA has an opening for a Shipyard Construction SME and liaison between Electric Boat (EB) Management and the PMS 450 On-Site Team (OST) Lead to support an active contract with the U.S. Navy in the New London, CT. Submarine experience is a plus.

To be successful you must have strong leadership and problem-solving skills to assist with the daily operation of the program office. The OST Lead continually works with team members of all levels, so strongly developed written and verbal communication skills are crucial. The OST Lead must take the necessary steps to overcome problems the program office faces. An effective OST Lead must possess confidence to take initiative and make decisions each day that can impact the program office’s daily operations. They must have extensive knowledge on how the program office functions, so it is best if the OST Lead hold years of experience working in submarine community.

In this role, you will:

  • Manage an on-site team lead.

  • Support NUWC/NAVSEA PMS 450E with all submarine construction process UNSATs, statuses, and Government Furnished Material/Information (GFE/GFI).

  • Act as Shipyard Construction SME and liaison between Electric Boat (EB) Management and the PMS 450 On-Site Team (OST).

  • Support EB Non-Propulsion Electrical Systems Test Organization (EB NPES) as a Project Management SME Consultant.

  • Oversee, report, and help resolve all construction efforts & GFE material shorts of the Virginia Class CCSMs, located in EB Groton COATs, with the PMS 450 OST & EB NPES.

  • Oversee, report, and help resolve all construction efforts & GFE material shorts of the Colombia Class CCSMs, located in EB Groton CLB COATs, with the PMS 450 OST & EB NPES.

  • Oversee, report, and help resolve all construction efforts and GFE material shorts of EB’s newly established Focus Factor Programs, located in Austal Mobile, AL & Goose Creek, SC.

  • Support PMS 397/450 OST & Hotel Services Working Group (HSWG) design & GFE material for Virginia and Colombia Classes TI20+ & BYG-1.

  • Perform duties and responsibilities that are exponentially growing; as the next block/s of Virginia Class, Colombia Class, and SSN(X) Class of submarines are designed and built.

Qualifications

To be successful in this role, you will have:

  • A current or active DoD Secret security clearance or the ability to obtain a security clearance.

  • A Bachelor’s degree, or ten or more years experience working at Electric Boat.

  • Excellent written and oral communications skills.

  • Eight to ten or more years of experience with Navy acquisition and Submarine Programs.

  • The ability to multitask effectively.

  • The ability to pay attention to details and to work based on available data and not guesswork.

  • The ability to use Microsoft Office packages effectively.

  • The experience as a project manager.

  • The ability to be flexible both in relation to job-specification and schedules.

  • The ability to solve problems.

  • The ability to travel 10% of the time.

Additional desired experience and skills:

  • Strong organizational and leadership skills.

  • Working knowledge of VIRGINIA Class submarine layout and processes.

  • Subject Matter Expert (SME) for submarine tactical systems.

  • Have an active NNPI account and CAC.

  • Experience leading a project and interfacing with an end item customer.

  • Knowledge of Program Management, including the acquisition process, the budgeting process and Navy program execution.

  • Active-Duty Experience in the submarine preferred.

  • Recent experience in Team Submarine would be ideal.
