Function Statement:

The overall function of this position is to be responsible for the planning and supervision of all maintenance activities performed by maintenance personnel on the state/federal highway system, interstate system, and public boat launches, preserving the serviceability of the highway infrastructure within St. Helena Parish and may be required to work in Livingston Parish. Supervision received is general from the Engineering Technician 7/maintenance Specialist and broad from the Area Engineer. Direct supervision is exercised over Highway Forman I and Administrative Coordinator 4. General supervision is also exercised over Mobile Equipment Operators as needed. Functional supervision may be exercised over temporarily assigned Highway Foreman 2 when the expertise for specialized equipment of district wide crews is required. Coordinates with the Traffic Operations section on activities involving signs, signals, and pavement markings. The incumbent will participate in appropriate DOTD structured training programs and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. The incumbent is responsible for the performance of a broad range of maintenance tasks on various pieces of equipment appropriate to the classification of Mobile Equipment Operator !/Heavy. Work is generally performed outdoors in various weather and terrain conditions depending on each assignment. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

The incumbent is required to possess the following specialized knowledge, skills, abilities, as well as to maintain the following licensing:

  • Position is on-call twenty-four (24) hoursI seven (7) days a week for emergencies that occur outside of normal work hours.

  • Demonstrated proficiency in operation of assigned equipment

  • Will need general proficiency in the use of computers.

  • PHMS Minimum Qualification requirements as defined on the Civil Service Job

  • Possession of a valid Louisiana Class "D" Chauffeur's Driver's License

  • Satisfactory completion of all PHMS structured training requirements.

  • Possess general proficiency in the use of computers

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Four years of experience in the construction or maintenance of public streets, roads, bridges, highways, railroad rights-of-way, levees, airport runways, taxi strips, parking aprons, or parking lots.

Differs from Highway Foreman 1 by responsibility for supervision of all highway maintenance at the parish level, through subordinate foreman.

Examples of Work

Plans and supervises maintenance activities on the state highway system within an assigned parish, utilizing available resources in the most efficient manner to achieve desired objectives in accordance with DOTD quality and safety standards and established policies.

Establishes priorities to prepare work schedules and utilizing inspection reports to ensure efficient use of resources and manpower in making work assignment.

Evaluates performance of subordinates.

Coordinates work performed by district wide crews.

Ensures the proper reporting of activities, manpower, equipment, and material used so that proper documentation can be made.

Assists subordinates with leave record and approves leave.

Coordinates the training program in the assigned parish to ensure that personnel are trained in accordance with department policy.

Responds to requests or complaints by public officials, property owners, and other parties; takes corrective action if warranted.

Responds to emergencies on a twenty-four hour basis in order to protect the traveling public.

Assists the Parish Maintenance Specialist in performing annual road inspections.

Ensures proper maintenance and servicing of equipment to increase life of equipment.
