SAIC Program Director in GREENBELT, Maryland

Description

SAIC is seeking a Senior Program Manager to support the NASA Environmental Test and Integration Service IV contract (ETIS IV). The ETIS IV program will provide NASA's Goddard Space Flight Center environmental test and integration related services supporting the formulation, design, development, fabrication, integration, testing, verification, and operations of spaceflight and ground system hardware and software. The Program Manager reports to the SAIC Vice President for Civil Space Systems Integration & Delivery and leads the ETIS Program Management Office in meeting all technical, schedule, and cost requirements using SAIC program management processes and tools. This position is in Greenbelt, MD.

Job Description:

  • Responsible for successful delivery of a program to a customer; or manage performance of a task or project as part of a larger program under direction of another PM.

  • Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance.

  • Manage risk, customer relationships, and program staffing. Ensure compliance with quality standards and escalate challenges to SAIC leadership.

  • Manages and integrates a large size program staff that includes subcontractors or suppliers and task or project leads; large inventories, and complex workflows.

  • Possesses senior leadership and management skills and provides coaching and mentoring to other PMs. Provides strategic vision to the team.

  • Resolves complex personnel issues in coordination with MS, HR, and Program Oversight.

  • Develops or significantly contributes to a strategic BD plan to expand current account offerings.

  • Plays lead role in developing or executing re-compete capture plan. Identifies potential buying agents and selling opportunities beyond current account and future related accounts. Identifies opportunity and account buying influences.

  • Recommends specific investment areas and identifies required resources and tools needed for repeatable and differentiated offerings and capabilities.

Qualifications

Required Education:

  • Bachelors and eighteen (18) years or more of related experience; Masters and sixteen (16) years or more of related experience.

Desired Education:

  • B.S. in IT related field and 18 years of experience, with at least 10 years of program management experience in a multi-vendor environment. M.S. in IT related field or MBA is desired.

Required Experience:

  • Program management knowledge for a multi-vendor team with $50M annual revenue.

  • Ability to manage cost, schedule, and technical performance to achieve SLAs and maximize award fees.

  • Background working with and/or leading ETIS and significant understanding of the Goddard design, development, fabrication, integration & test systems and process.

  • Capable of communicating with senior management of ETIS, senior executives of SAIC, subcontract and strategic industry partners.

  • Knowledge of effective management strategies for various task types (CPFF, CPIF, FFP, and T&M).

  • Ability to interface of SAIC Project Control staff to provide the customer with accurate cost and schedule performance information.

  • Background managing and/or working with Union based employees

  • Experience as PM for programs with at least $50M in annual revenue.

  • Experience performing coaching supervisors and interfacing with technical SMEs.

  • Knowledge of Earned Value Management Systems, especially Schedule Performance Index (SPI), Cost Performance Index (CPI), and cost reporting.

  • Experience in program management processes, including In Process Reviews (IPRs), ITIL, risk management, and cost reporting.

  • Experience with program management tools

  • Experience managing or supporting operations, maintenance, and sustainment of a large scale production & test facilities & equipment.

Certification Requirements:

  • PMP certification is required.

Clearance:

  • Must be a U.S. Citizen with the ability to obtain a Public Trust Clearance.
