Weld County Government Payroll Specialist in Greeley, Colorado

Compensation Range

$36.09 - $45.72

Process exempt and nonexempt payroll associated for all county employees monthly (or any other frequency.) Responsible for all aspects of payroll processing functions, including time entry validation and audits, validation of paycheck calculations; reconciliation for integrity of data, and all payroll processes up to direct deposit advances. Maintenance compliance with all federal, state, and local compliance reporting, withholding remittance, and year-end reporting. Responsible for remittance associated with benefit deductions, garnishments, child support and any other payroll deductions. The Payroll Specialist position will interface with all employees at all levels of the county and provide quality customer service

to all county employees. This position reports to the Payroll Supervisor.

Job Description Responsible for all aspects of payroll processing functions, time entry validation and audits, validation of paycheck calculations; reconciliation for integrity of data, and all payroll processes up to direct deposit advances. Maintenance compliance with all federal, state, and local compliance reporting, withholding remittance, and year-end reporting. Responsible for remittance associated with benefit deductions, garnishments, child support and any other payroll deductions. Assist departments with time entry processed and procedures when necessary. Handles frequent inquiries from employees regarding payroll issues. Research and provides information regarding paycheck calculation, retro pay, compensatory time, overtime, payroll deduction, income taxes vacation, sick leave, and holiday balances. Prepares computation worksheets and performs data input process for interim manual check adjustments, payroll corrections, allowances, officials' pay, employee reimbursements, termination checks and retroactive checks. Process various payroll detail reports and performs computer inquiries related to payroll. Process garnishments and wage assignments. Calculates the amount to be garnished, per provisions of applicable state and federal laws. Complies payroll data such as hours worked, taxes, insurance, and other deductions to be withheld, and employee identification number, from time sheets and other records. Responsible for ensuring the payroll system takes the correct deductions from employees pay. Reconciles amounts withheld. Assist with the reconciliation, verification, and accuracy of data between the financial management system general ledger and the payroll sub system. Performs year-end payroll reconciliation and assist in year end payroll reporting. Posses working knowledge and understanding of payroll processing and procedures; federal and state taxability rules and regulations; garnishment wage assignments rules and regulations; accounting methods, procedures, and terms: ability to perform analysis of reports and records. Must be organize work efficiently, handle all assigned responsibilities, and meet deadlines on a regular consistent basis with professional care,

integrity, and competency.

Required Qualifications Bachelor's degree in accounting, finance, public or business administration, computer services, or a related field from an accredited college or university

OR

equivalent combination of education and experience

Required Experience

Two years of payroll experience. Working knowledge of payroll systems from on-the-job experience.

Preferred Requirements

Currently certified with the American Payroll Association as a Certified Payroll Professional (CPP). Public sector Payroll, HR or Finance experience highly desirable. Strong quantitative and financial analysis skills, including intermediate or advanced skill in Excel, Word, financial systems, and HRIS database management and the ability to follow through on projects. Demonstrated organizational and problem-solving skills, and ability to desi n creative options to address needs. Strong analytical skills to evaluate and resolve issues within the payroll function. Required Skills, Knowledge and Abilities

Effective interpersonal and communications skills, including the ability to work collaboratively as part of multiple work teams, inspire trust, relate easily to employees at all levels and explain complex issues in understandable terms, and work effectively with difficult people. Strong customer service skills including the ability to listen effectively to customers' needs and inquiries in person, on the phone, and in writing, and make appropriate recommendations as a business partner or to resolve problems. This position is non-exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore eligible for overtime pay.
