The DNR is seeking to fill multiple Accounting Officer Senior positions in the Office of Management and Budget services. The selected candidates will have the option to report to one of the following locations: Bemidji, Grand Rapids, New Ulm, or St. Paul, MN . Specific location will be determined at time of selection.

These positions exist to provide lead worker direction and training to Regional Services staff under the limited supervision of the Regional Services Director to ensure all procurement and accounting functions and systems for the Department function accurately, efficiently and in accordance with state & federal regulations and/or DNR policies and procedures, and generally accepted accounting principles and practices. This includes financial tasks as well as informal construction and service solicitations.

Responsibilities include but are not limited to:

  • Provide lead worker direction and training to Regional Services staff so that all procurement and accounting functions and systems for the Department function accurately, efficiently and in accordance with state & federal regulations and/or DNR policies and procedures, and generally accepted accounting principles.

  • Assist in the Federal Emergency Management Agency (FEMA) process for public assistance requests and reimbursements for all non-fire natural disasters in the regions.

  • Lead procurement activities for Regional Services to ensure an effective practice that is in compliance with all state of Minnesota laws, policies, and procedures. Process construction and service contracts and agreements, and procure goods and services associated with Authority for Local Purchases (ALP). Provide guidance, assistance, and training to divisional staff on contract and purchasing to ensure all applicable laws, regulations and policies are followed.

  • Assist the Regional Services Director to lead or perform other necessary Regional Services and financial tasks so that the programs of the division are accomplished, essential services are delivered, and customer needs are met. Including assisting in the development of annual operating budgets, revenue budgets, and spending plans for regional and co-located direct cost plans.

  • Ensure financial transactions are in compliance with generally accepted accounting principles (GAAP), state and federal laws, state accounting and procurement policies.

These positions have a flexible work arrangement and may be eligible to telework on a full or part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement. These positions will require reporting to the primary work location occasionally for meetings, training, onboarding, business needs, and as needed by the supervisor.

Minimum Qualifications

  • Three (3) years of experience in accounting/budgeting, including planning and managing large budgets, procurement oversight, creating fiscal reports, and data review and trend analysis.

  • A bachelor’s degree in accounting, business, or finance may substitute for one year of experience.

  • Experience as a lead worker sufficient to provide accounting oversight and maintain a cohesive team by developing effective, collaborative working relationships with colleagues.

  • Knowledge of generally accepted accounting principles and practices, budgeting policies, principles, and practices sufficient to assist in the accounting and budgetary processes.

  • Knowledge of Microsoft Excel, Microsoft Word, and other analytical tools sufficient to track expenses, analyze accounts, prepare reports, and reconcile budgets.

  • Human relations skills sufficient to motivate, provide guidance, and achieve cooperation and commitment to program objectives.

  • Ability to read, interpret, and apply federal and state statutes, laws, regulations, and policies.

  • Ability to prepare and interpret complex fiscal reports in order to recognize potential budget risks and identify solutions.

  • Ability to clearly communicate complex concepts and principles to ensure accurate and effective transmission of information through internal and interagency communications for routine and technical situations.

Preferred Qualifications

  • A bachelor’s degree in accounting, business, or finance or a related field.

  • Experience with construction, commodity, or general services procurement.

  • Experience with audit procedures and knowledge of federal and state accounting sufficient to understand auditing and reporting requirements.

  • Governmental purchasing experience including knowledge and application of procurement laws and policies.

  • State of MN Office of State Procurement Authority for Local Purchase (ALP) certification at the $25,000 or $50,000 level.

  • Knowledge of current state financial management system (SWIFT) sufficient to create, post, and award SWIFT Events, create and modify contracts, and create and monitor encumbrances.

  • Interpersonal skills sufficient to deliver customer service to both internal and external customers in high pressure situations.

  • Ability to apply critical thinking skills to solve problems, answer questions and resolve issues from several sources for many projects simultaneously.
