Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Responsibilities Perform a variety of military pay, separation, and special actions processing which require application of a series of different and unrelated methods, practices, and techniques. Prepare, consolidate and audit a variety of military payment documents (e.g., allotment, vouchers, leave forms, pay option forms, TSP forms, etc.) and electronically processes through a variety of military pay automated systems. Receive and resolve problem cases involving over payment or under payment of members for prior periods of service. Determine validity of pay change documents and research actions, correcting questionable items. Process special actions, pre-deployment and reintegration processing, customer service, Travel, limited disbursing Inspector General (IG) inquiries, account reconciliation, leave, retirement and debt adjustments. Reconcile system errors, and audit pay records across significant periods of time to determine validity of claims of under or over payments. Respond to military pay inquiries. Process automated travel transactions in the Defense Travel System (DTS). Serve as organization's travel card administrator. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience performing a combination of all of the following: which includes performing a combination of all of the following: reviewing pay authorization documents, determining entitlements, and processing pay entitlement actions; responding to pay inquiries; using automated data systems to process payroll; and, using automated travel system to review and complete travel voucher settlements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-06). Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. OR Education: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Public Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Concepts, Policies, and Principles of Payroll Customer Service (Clerical/Technical) Financial Management Systems Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
