Description of Job

About the Position

The Resident Engineer (Professional Engineer II) is a supervisory position providing technical expertise while overseeing and directing the design and construction of projects in accordance with State and Federal guidelines, policies and procedures.

The Resident Engineer supervises a staff of approximately 8 including engineers, technicians and administrative staff. This residency is responsible for projects from planning and design through completion of construction. Large projects often deal with complicated engineering issues such as strategic corridors with NEPA Environmental Impact Statements (EIS) and Environmental Assessments (EA).

Your duties and responsibilities will include, but are not limited to, the following:

  • Manage all aspects of highway design, construction and operations within the unit area.

  • Monitor and administer construction projects to certify that construction is being performed in accordance with plans and specifications. Monitor schedules and ensure that deadlines are met.

  • Manage, review and approve roadway design and construction elements during design, collect and analyze data to make recommendations for future projects, review plans and specifications for roadway constructions projects including cost estimates, review work by other units in the Region, and manage consultants in the preparation of plans and planning and environmental studies.

  • Review, approve, and supervise the preparation of modifications to design and construction contract documents.

  • Inspect project sites and features for safety compliance.

  • Resolve complex engineering problems to successfully complete projects within environmental and economic constraints.

  • Oversee all activities and personnel involved in the development of transportation plans, specifications, and estimates.

  • Ensure that designs comply with project scopes, schedules, budgets, as well as all engineering standards and procedures.

  • Analyze roadway and bridge design projects for potential problems; propose and implement design alternatives.

  • Monitor the financial status of all transportation projects to ensure costs are within approved budgets. Approve and authorize fund expenditures.

  • Participate in consultant selection. Monitor consultants, approve payments, review and approve contract modifications, monitor monthly progress reports and billings.

  • Resolve contractor disputes and claims to ensure timely project completion.

  • Supervise a work unit by assigning staff to projects, developing schedules, conducting performance appraisals, interviewing candidates and making hiring recommendations, approving timesheets and leave, resolving personnel issues, recommending corrective and disciplinary actions, and determining/recommending employee training.

  • Represent CDOT at meetings with the public, other governmental agencies, contractors, task forces, the media, and citizen advisory committees. Explain CDOT's actions related to project design, development or construction activities. Serve on various internal CDOT committees.

  • Abide by all safety regulations, policies, and procedures and wear all required personal protective equipment.

  • Other job duties as assigned.

    Work Environment:

  • Primarily daytime hours, Monday – Friday.

  • Weekends, holidays, evenings, or night work may be required for construction projects, highway impacts or closures and staffing snow teams at various locations.

  • Overnight travel is possible once or twice a year for statewide meetings or out-of-state conferences

  • Regular travel during business hours to project sites

  • Required to operate CDOT vehicles

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

  • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors

  • AND, two years of engineering experience working on design and/or construction projects, one of which must have been as a licensed professional engineer

Preferred Qualifications

The Exceptional Applicant will be a licensed professional engineer with proven ability or accomplishment in the following:

  • Demonstrated proficiency in the duties listed under Major Responsibilities;

  • Highest work ethic and integrity;

  • Comprehensive knowledge and experience in civil engineering design and construction;

  • A history of progressively responsible project or program management experience, including the ability to successfully plan, organize, and manage multiple, concurrent projects or tasks of varying complexities;

  • Current working knowledge of processes, theories, laws, principles, conceptual models and best practices and CDOT procedures, regulations, specifications and policies related to the broad range of engineering specialty areas at CDOT;

  • Experience with drafting proposed changes to CDOT's Standard Specifications for Road & Bridge Construction and M-Standard Plans;

  • Knowledge of, and experience with construction management best practices;

  • Commitment to safety;

  • Strong technical writing and editing skills;

  • Credibility on technical matters with staff, peers, staff of other organization units, internal and external customers, and local stakeholder groups;

  • Excellent analytical, investigative/research, reasoning, and problem solving skills;

  • Superior attention to technical detail and accuracy;

  • Innovation and application of best practices;

  • Experience supervising or directing the work assignments of others, including handling personnel issues;

  • Leadership roles over work and project teams;
