Responsibilities Serving as a Law Enforcement Specialist (Enforcement Operations Instructor) GS-1801-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position(s) is in the Enforcement Operations Division (EOD) within the Core Training Operations Directorate (CTO) of the Federal Law Enforcement Training Centers (FLETC) located in Glynco, Georgia. This position(s) serves as a Lead Law Enforcement Specialist in one of six (6) Branches in the Enforcement Operations Division, who will be responsible for planning and conducting classroom, laboratory, and/or field instruction sessions as well as oversight of any assigned lesson plans or programs. Typical duties include: Using the lesson plan as a guide, you will conduct training in areas such as, but not limited to: Use of Force, Active Threat Response, Basic Tactical Response, Patrol/Operational Skills, Radio Communications, Report Writing, Vehicle Search, Woodland Operations, and Basic Law Enforcement Investigative Skills (BLEIS). Providing oversight concerning the conduct of training classes for personnel and plans, coordinating and executing field training and lab exercises; monitoring students' progress, documenting results, and recommending remedial and corrective action to include additional training and changes in training and operational procedures and instructions. Conducting both advanced on-site and export training (off-site) at other Federal, state, municipal, and other suitable facilities around the country. Conducting research on emerging technology, practices and techniques to enhance instructional knowledge and skill. Participating in developing and revising program/course materials and lesson plans in the Enforcement Operations instructional field. Leading and participating in committees made up of representatives of FLETC and other agencies concerned with EOD training policies and academic requirements. Forming teams for projects and trains, or arranges for the training, of team members in methods and techniques of team building and working in teams to accomplish tasks or projects. Mentoring lower graded employees to build their skill sets and to provide continuity of operations. Requirements Conditions of Employment Qualifications Please limit your resume to 5 pages. Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws; -OR- B. Have held a federal civilian position in the 1801 occupational series. -AND- Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level or pay band in the federal service, or equivalent experience in the private or public sector performing duties such as: Law enforcement duties that require you to carry and qualify with a firearm, make arrests, develop reasonable suspicion/probable cause to conduct frisks and searches incident to arrest to include experience in the training and evaluation of officers in the proper application of use of force techniques, law enforcement tactical techniques, active shooter response, and tactical medical procedures. -OR- Instructing, developing and evaluating basic law enforcement training curriculum in the proper application of use of force techniques, law enforcement tactical techniques, active shooter response, and tactical medical procedures. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Transfer Requirement for CSRS: To be eligible for secondary coverage, an employee must: - Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND - Be continuously employed in a secondary position since moving from a primary position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began prior to January 20, 1988. Transfer Requirement for FERS: To be eligible for secondary coverage, an employee must: - Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND - Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld; AND - Be continuously employed in a secondary position since moving from a rigorous position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause). Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases.
