Position Summary: Coordinates project designs and provides project management from design through construction. Performs engineering inspections, field work, review of private and public development construction plans and ensures compliance with the engineering standards of the City and consistency with the organization's vision, mission statement and strategic goals.

Essential Functions: Manages projects including planning, request for proposals (RFQs), design coordination, bidding and construction review of Engineering department and Public Works department system planning projects. This position will also, as time allows, review plans, issue comments, and approve grading permits and right-of-way permits to ensure compliance with the City's regulations and standard engineering practices. This includes a review of utility plans, grading and drainage plans, right-of-way improvements associated with private development, excavation and stabilization, and hazard review (mudflow, landslide, flooding, etc.). Meets with applicants and consultants and reviews their applications for completeness and identifies problems and possible conflicts. Implements the Engineering Design standards, Water and Sewer Distribution System and Electric Distribution standards, as they pertain to engineering review. Performs minor research for legal documents, plats, surveys, easements, property ownership, construction drawings, designs, as-builts, grants or dedications, development agreements, water service agreements, and historical development/project records for information as needed to carry out plan review. Prepares reports related to status of projects in design or construction. Performs field site visits, inspections and enforcements on permit activity. Coordinates and performs construction inspections for City-owned projects. Collaborates with city staff, developers, engineers, architects, attorneys, and contractors. Presents engineering analysis of technical issues to supervisors/managers as necessary. Coordinates the implementation of permits and inspections for Engineering and Utilities Departments and other City departments such as Parks, Building, and Community Development. Develops and maintains professional working relationships with City staff, governmental agencies, private developers and consultants, neighborhood and other citizens' groups to resolve issues and problems associated with construction, right of way improvements, and drainage issues. Manages and administers projects from design to completion. Prepares proposals, recommends consultant selection, reviews and manages design contracts, reviews consultants work, and ensures compliance with City design standards, code requirements, and standard engineering practices. Approves final designs on projects assigned with City engineering and Public Works coordination. Approves progress reports and invoice payment throughout t Manages construction contracts or projects, accepts bids for construction, and makes recommendations for City projects. Provides on-site guidance and problem resolution. Ensures proper field changes by reviewing field reports on installations for conformance to contracts, regulations, and engineering and construction principles and standards. Monitors schedules and contract change orders and costs. Inspects construction, changes orders if necessary and processes pay applications. Anticipates activities that may impact the public and works to inform the public in a timely and appropriate manner. Works directly with customers on providing information, answering questions and addressing concerns related to various traffic, pedestrian and engineering related matters. Performs other tasks and special projects as needed. Projects might include the preparation and presentation of code amendments, revisions to City standards, public education, etc. Supports and models the City of Glenwood Springs' Strategic oals: Efficient and Responsive City Government, Preserve and Improve Infrastructure, Protect and Preserve Our Quality of Life, Generate Sustainable Economic Development and Ensure Public Safety. Knowledge of the principles and practices of municipal engineering, engineering design work, construction and project management, and engineering compliance requirements. Knowledge of policies, procedures, and strategies to promote safety operations relevant to the Engineering departm Knowledge and experience in administering Colorado Department of Transportation (CDOT) Local Agency projects in roles as a project inspector and/or construction manager. Understanding of and familiarity with the CDOT Standard Specifications for Road and Bridge Construction, CDOT Field Materials Manuals, CDOT Miscellaneous Standard Plans, and the Manual on Uniform Traffic Control Devices (MUTCD) are required. Knowledge of general business and project management principles and practices as applicable to assigned work. Must complete City Americans with Disabilities Act training modules 1 and 2 within first (30) days of employment.
