Reports to the Vice President of Information Technology / Sr. Director IT and is responsible for the direction and management of a specified IT department. Responsible for the strategic development of short and long term plans that align with industry standards and organizational business requirements. Ensure that best practices are followed for the development, maintenance, support, and testing for software utilized by JHHC. Responsible for scheduling and conducting weekly change control meetings. Guide and direct the hiring, training, disciplining and discharge of subordinate employees. Provides leadership, motivation and direction. Builds effective and efficient teams through exemplary leadership. Must be comfortable directing multiple complex projects simultaneously. Allocates resources to accomplish goals and objectives and ensures adherence to work deadlines. Must demonstrate superior communication abilities. Responsibilities include but are not limited to the development of and oversight of the following functions: 1) Annual Operating and Capital Budgets.
2) Project Management, Resource and demand management, Security and Audit functions within the Department.
3) The development and monitoring of financial, technological and personnel policies along with all personnel management of team.
4) Departmental operational process and both service and quality standards.
5) Customer relations with Business Units and External Vendors
Specific Responsibilities:

Work with Director / Manager of EDW Team to maximize performance of Data Warehouse

Work with Business leaders to address reporting, self service reporting and analytic needs to include tools and the use of dashboards, and other data delivery methods addressing the needs of the organization to include all lines of business and management functions.

Data Management and Analysis Accountability: Guide execution of the following:
Feasibility and timing of data-centric project deliverables.
Define problems, collect data, establish facts, and draw valid conclusions.
Validate quality and appropriateness of source data and pertinence of results within projects.
Devise methods of addressing issues encountered throughout the collection, manipulation and reporting of the data.
Data and Quality Management: Guide execution of the following:
Collect, manipulate and report data within the corporate data, programming, and file management guidelines and policies.
Validate results across work streams and develop audit reports to ensure work product is accurate and appropriate to work requested.
Advanced knowledge of health plan source data to evaluate reasonableness of outputs and deliverables for internal and external entities.

Expert in manipulation and accurate analysis of complex, high volume, high dimensionality data from various sources.

Able to think analytically and strategize to solve problems.
Education:
Requires a professional level of technical knowledge as acquired through completion of a Bachelor's degree in Computer Science or related field. Master's degree preferred.
B. Knowledge:
Position requires a thorough knowledge of current systems hardware and software technology including networks, storage, server operating systems and desktops / mobile.
Requires thorough knowledge of management principles as well as demonstrated experience with healthcare analytics, healthcare applications and planning and managing major projects.
C. Skills:
Requires strong analytical and computational skills. Demonstrated mastery of management skills and principals. Exemplary leadership ability.
Must plan and direct the work of a diversified staff in various environments. Requires excellent negotiation skills for extensive contract negotiations and excellent communication skills for interfacing with executive management, staff, vendors and consultants.
D. Required Licensure, Certification, Etc.:
PMI, MS Certifications desirable.
E. Work Experience:
Work requires 10+ progressive years of managerial experience in Information Systems arena. The preferred incumbent will have demonstrated experience in the implementation and operation of infrastructure hardware and software. Incumbent should have a thorough knowledge of management principles as well as demonstrated experience with complex computer systems and interfaces, healthcare applications and planning and managing major projects, as acquired during seven to nine years of progressively more responsible management experience. Must have demonstrated talent for customer service and/or sales.
Senior – Requires a comprehensive understanding and demonstrated experience with computer systems and healthcare applications as acquired through a minimum of 15 years of management experience in IT.
Citizenship Requirement: Please note that under the terms of a government contract, this specific position requires U.S. citizenship status to ensure compliance with the Department of Defense Personnel Security Program. We expect the team, at times, to work after hours as well as downtime weekends as necessary.
