Team Gilbert has an exciting opportunity for a highly motivated professional to fill the position of Water Distribution Specialist.

The Water Distribution Specialist reports to the Water Distribution Supervisor. The primary function of this position is to schedule and coordinate the daily job assignment to the worker and senior utility workers. Provides support to the water supervisor with productivity and eliminating delays through effective planning and coordination. Evaluates the activities of personnel engaged in the installation, maintenance and repair of water mains, service valves and fire hydrants. Supervises the work of several projects by visiting the work site, inspecting the work in progress, and completed jobs.

Essential Duties and Responsibilities:

  • Coordinate the planning and preparation of construction projects.

  • Plans and schedules the maintenance and repair of the water transmission and distribution mains, service lines, fire hydrants and valves throughout the Town.

  • Supports the Water Distribution Supervisor in developing standard operating procedures. Provides input on employee performance to the Water Distribution Supervisor and may act as the Water Distribution Supervisor in their absence.

  • Establish and enforce work standards and operating procedures to ensure that jobs are completed in a timely manner and in conformance with established specifications, industry regulatory requirements and safety practices and procedures.

  • Works closely with the Water Distribution Supervisor to ensure the long-range infrastructure program goals for fire hydrants and valve. Ensures all water distribution CMMS assets information is up to date, insures all work orders are completed with correct information.

  • Supervises the work of several projects by visiting the work site, inspecting the work in progress or the completed, discussing problems encountered or anticipated with crew leader and determining procedures to resolve problems.

  • Works closely with the Maricopa County Department of Transportation (MCDOT), Arizona Department of Transportation (ADOT) and the Town of Gilbert Transportation Department staff to obtain permits for work being completed in the (ADOT) or county rights-of-way. To include drafting vicinity maps.

  • Inspects all completed work, which includes CIP construction projects to ensure maintenance and repair of the water distribution infrastructure are completed in accordance with (AWWA) American Water Works Association and state and local government standards.

  • Responds to customers related issues and resolves customer complaints related to Water Distribution issues.

  • Ensures Fire Protection Contraction by performing fire flow testing are in accordance with the National Fire Protection Association (NFPA 291).

  • Other duties as assigned.

This position is an At-Will position and is FLSA Non-Exempt - eligible for overtime compensation.

  • High School Diploma or GED

  • 1 year of specialized or technical training beyond high school in water distribution systems

  • 3-5 years working as a lead worker in water distribution repairs or in construction, maintenance, and repair of underground water distribution systems.

  • ADEQ Grade III Water Distribution Certification within one year of hire or promotion

KNOWLEDGE OF:

  • Knowledge of federal, state, county and municipal rules, regulations and ordinances pertaining to water distribution systems; interpreting and applying applicable laws, codes regulations and standards.

  • Knowledge of Arizona Blue Stake law; occupational hazard and safety equipment and procedures used when working on and around various utility lines.

  • Knowledge of ADOT CDL rules and requirements.

SKILL IN:

  • Personal computer (PC) programs used to create documents, input and tack data, PC based word processing, spreadsheet, database programs and principles and practices of employee supervision, evaluation, and training.

  • Reading and interpreting quarter section maps; GIS Maps and blueprints.

  • Traffic control procedures and practices utilizing barricades and traffic cones.
