Pending contract award, Global Engineering & Technology (GET) is seeking an experienced Project Manager with exceptional administrative skills to lead a team of technical and administrative personnel who support cybersecurity and IT infrastructure needs at the U.S. Department of Energy (DOE). This critically important position is highly compensated and requires a true leader and team builder with experience in managing a large group of highly specialized professionals. Selection criteria will be heavily focused on proven program management ability and experience ensuring contract compliance.
The work location is primarily on-site at the DOE facility in Germantown, Maryland, with “as-needed” oversight of work performed at the DOE facility in Washington, DC. This is a full-time position with benefits, as an employee of GET.
Compensation Range: $165,000 - $180,000 per year
Project Manager Duties:
Manages the overall contractual effort to ensure responsiveness to the client.
Ensures overall responsiveness of staff for completion of all contract requirements and job requests.Anticipates problems and risks and works to mitigate them.
Monitors each task and regularly briefs program/task management orally and in writing, concerning problems encountered and accomplishments.
Evaluates staff performance and reviews work products on a daily basis.
Responsible for keeping time and budget commitments for the organization.
Interfaces between the client management team and GET corporate staff.
Oversees the team's Technical Managers in setting employee workflow goals and performance across all operational areas (applications, infrastructure, and cybersecurity).
Responsible for planning and directing process improvements.
Generates reporting products and presents periodic planning and performance reviews to the client and additional stakeholders as needed.
Requirements
Security Clearance:
- MUST possess an active DOE Q clearance or an active DoD Top Secret clearance
Experience & Skills:
The Project Manager should have a minimum of ten (10) years of experience in Information Technology (IT) of which at least eight years will be in managing IT contract performance.
The individual has demonstrated leadership and management skills commensurate with experience level.
The Project Manager should demonstrate his/her ability to work closely with the DOE's program/task manager to execute the project as specified within the Task Order.
The candidate must have excellent oral and written communication skills.
The candidate must have strong knowledge and command of conflict-resolution techniques.
The candidate must have the ability to perform under pressure to meet tight deadlines.
The candidate must be able to perform complex data analysis and apply the analysis to make process improvements.
The Project Manager should have experience in planning, organizing, directing, and controlling overall activities of a project, including project management, technical work, requirements traceability, quality management, schedule, costs, risk management, and knowledge management.
Must have demonstrable knowledge of earned value management systems (EVMS).
Experience delivering exhibits including information technology project plans that communicate tasks, milestone dates, status, resource allocation, and associated costs. IT project planning activity also includes working closely with and providing input to Federal oversight IT program/task manager regarding technical approach and associated level-of-effort, technical trade-offs and Return-On-Investment (ROI) information, Key Performance Indicators (KPIs), and alignment of technical activities to organizational IT roadmap activities.
Experience leading knowledge management (KM) practices for the development, operations, and maintenance of enterprise systems for consistency across projects to achieve continuous knowledge management through a metrics-based feedback loop and improve cycle times for IT product and service delivery.
Experience supporting enterprise IT Portfolio Management planning activities for lifecycle management requirements for organizational IT products and services, including aligning cost reporting for all program areas using IT support services.
Experience providing technical input for annual labor requirements, and software licensing and maintenance requirements for steady state operations and lifecycle management.
Experience providing technical input to support organizational assessments and data calls.
Education:
This position requires:
A Bachelor's degree from an accredited university or college in Information Technology or similar degree.
A GIAC Certified Project Manager (GCPM) certification or equivalent, e.g., PMI Project Management Professional (PMP) certification.
