Summary This vacancy is for a Program Analyst in the Office of the Secretary within the Department of Commerce. Responsibilities As a Program Analyst, you will perform the following duties: Provides direction and oversight for project management, database administration, account administration, network & desktop support, security, Help Desk & Customer Support and software configuration management. Confidently and professionally provide information to end users, stakeholders, and program points of contact. Provides briefings, when requested, in front of executive stakeholders at the agency. Drafts and edits various informational correspondence, memos, reports, etc. to end users, stakeholders, and program points of contact. Provides excellent customer service to end users and stakeholders including responsive and professional communications, efficient resolution to issues, and prompt adherence to deadlines. This Job Opportunity Announcement may be used to fill other Program Analyst ZA-0343-5 FPL V positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band. The ZA-V is equivalent to the GS-15 grade level. To qualify at the ZA V or GS-15 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZA-IV or GS-14 in the Federal service. Specialized experience is defined as: Provides project management expertise related to system implementation activities; Provides direction and oversight for database administration, system/application administration, network and desktop support, security, help desk and customer support, and software configuration management; Independently resolves problems that require considerable innovation and originality in determining the nature and extent of problem areas; AND Leverages strong communication skills at all levels of the organization.
