Job Description:

The UFHR Investigations Manager is responsible for reviewing, evaluating and triaging complaints received by UFHR. Such complaints may be submitted by faculty, staff, students, and other parties and may be reported via a variety of methods, including anonymously. Management Directed Investigations (MDI) may also be requested by unit leaders. The UFHR Investigations Manager, in collaboration with the Director of Employee Relations, assesses incoming complaints to determine the necessary level of response and whether a formal investigation or informal resolution is appropriate, based on whether the allegations establish a prima facie case warranting an investigation. In consultation with Assistant Vice President, Employee Relations and other stakeholders, recommends interim measures to protect the integrity of the investigation process and work environment.

Manages the UFHR Investigations team. Assigns preliminary assessments and complaint investigations to UFHR Investigators. Provides support to UFHR Investigators and recommends appropriate steps or strategies for investigations as needed. Meets frequently with UFHR Investigators to receive investigation updates, and provides recommendations and guidance to ensure efficient and thorough investigations. Reassesses new information obtained during the investigation process to reprioritize or determine proper direction or adjustments as necessary. Thoroughly reviews draft investigation reports prepared by UFHR Investigators and makes recommendations for edits; provides approval before reports are issued. Evaluates the investigation process for opportunities for enhancements and business process improvements

As a working manager, conducts preliminary assessments and investigations. Analyzes the allegations of the complaint and researches applicable regulations and policies associated with those complaints to identify the appropriate violation(s) to investigate. Develops an investigation plan and researches background information relevant to the complaint related to the complainant, respondent, witnesses, and other related parties. Provides notifications of the investigation to appropriate parties, including respondent, college and department administrators, and applicable unions. Schedules appointments and interviews witnesses using established investigatory principles; utilizes professional interview techniques to establish rapport with interviewees, assesses credibility of participants, and conducts interview in a respectful manner to ensure impartiality, objectivity, and due process. Evaluates information to determine findings of fact and credibility of the participants. Conducts a thorough analysis of the information to determine whether the substantiated findings violate the associated regulation, policy, or collective bargaining agreement article using the preponderance of the information standard.

Documents the findings of each investigation by preparing a comprehensive investigation report for formal investigations (informal outcomes may require a memo to file or other appropriate documentation). The investigation report documents the investigation process, including a summary of the allegations, the investigative scope, identification and credibility of involved parties, as well as a thorough analysis of the allegations and whether the investigation is substantiated. The UFHR Investigations Manager communicates with complainant, respondent, UFHR Employee Relations, and appropriate college and department administrators regarding the investigation report and outcome of the investigation.

Maintains detailed and accurate records of all investigations, including findings and recommendations. Tracks, monitors and analyzes trends in employee complaints and investigations to identify areas for improvement and recommend proactive measures. Utilizes case tracking data to manage the effectiveness and efficiency of the UFHR investigations process. Provides data for reporting purposes.

Expected Salary:

$95,000 commensurate.

Minimum Requirements:

Bachelor's degree in an appropriate area and three years of relevant experience; or an equivalent combination of education and experience.

Preferred Qualifications:Human Resources investigation management experience; experience conducting investigations in a higher education academic environment; strong analytical skills; strong writing skills; highly effective communication skills. Ability to accept and apply feedback and training to improve skills
