The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.
North Florida Evaluation and Treatment Center (NFETC) is a 216 bed, all male, forensic, mental health rehabilitation facility. The Center is located in northeast Gainesville, Florida on 639 picturesque acres with regular sightings of deer, turkey and other wildlife. NFETC employs a variety of entry level to leadership positions including food service, maintenance, direct care, nurses, counselors, rehab therapists, medical doctors, security, psychiatrists, and psychologists.

This is a highly responsible and professional position that will serve as a Health Administration Services Mgr. - SES. T his position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.
Specific Duties and Responsibilities include:
This is a high level independent management position responsible for directing, coordinating major operations, and providing supporting services to include Risk management, Quality Improvement and Medical Records department. Overseeing hiring and recruitment, training, and overall coordination and implementation of the Center's strategic initiatives relative to Quality, Incident review, Risk management initiatives and responsibilities.
Direct Supervision involves the oversight of 24 hour 7 day week operations related to Risk Management, Quality Improvement and Record retention. Employee is expected to meet regularly with all direct subordinates relative to performance, work schedules, special assignments and initiatives, and facilitation of daily management of program operations.
Oversees the planning for and monitoring of Risk incidents, safety, and quality on all residential buildings, including the monitoring of improvements when they are requested and being made.
Systematically review and evaluate existing programs that are under the purview of the Risk Management/Quality Department and implement programmatic changes as indicated to meet the needs of the current resident population.
Participates actively on standing Center Teams to include, but not limited to the Quality Management Council, Clinical Executive Team, Utilization Management Team, Resident Services Management Team, Risk Management Team, and other ad hoc work groups as requested.
Provides relevant training- design and conduct training consistent with the Department and the Center's strategic plan in pertinent areas on an as-needed basis. Supports the confidentiality and safety of the formal clinical records at Center.
Coordinates the Strategic planning initiatives and efforts of the Residential and Rehabilitative Services Department in conjunction with those of Security Services and other relevant Center wide initiatives.

Develops and maintains Policies and Operating Procedures for Center and One Hospital Team in coordination with other Center departments as deemed appropriate in an effort to establish and maintain collaboration and consistency. Policies and procedures should systematically reviewed for at least annually for relevant revisions and updates. Ensures effective dissemination of information to all staff. Recognizes the importance of the Center's image in the community and seek to enhance that image through community involvement and participation.

Knowledge, Skills and Abilities required for the position:
Knowledge of basic mental health treatment program needs and basic operations. Working knowledge of policies and procedures related to residential services and rehabilitation. Skill at research and finding or identifying essential information. Skill in effective communication with others both verbally and in writing.
Ability to develop, direct, motivate, and gain the support and respect of others.
Ability to coordinate and facilitate the work and activities of others in a collaborative manner.
Ability to travel up 17 stairs and 50 feet in 30 seconds.
Ability to demonstrate competency in all areas of training to include physical activity required such as bending repetitive arm, neck, head movements, squatting, lifting, pushing, and turning as needed to administer CPR, First Aide, and MANDT training techniques.
Must be able to work 16 hour shifts upon demand and as needed.
Minimum Qualifications:
Bachelor’s degree in business administration, Risk Management, or a related field.
Minimum of two years of experience in risk management or a relevant role.
Proficiency with risk management software and tools, Strong analytical and problem-solving skills, excellent communication and interpersonal skills, ability to work independently and as part of a team.
