An average day:

As Network Solutions Engineer III, you will support the USDA Network Enterprise Division (NED) and the Enterprise Network Services (ENS) program. The Network Solutions Engineer III is responsible for delivering architectural technical solutions, conducting network analysis, leading technical efforts on projects, project management, and ensuring the efficient functioning of data, voice and video services on USDA's wide area network (WAN), cloud networks, and local area network (LAN). This role will use advanced expertise in networking, cloud platforms, project management, and network security to drive optimization, efficiency, and scalability within the USDA's IT infrastructure. In this position you will:

  • Deliver monthly bandwidth utilization trend analysis reports for the USDANet WAN using approved tools such as Science Logic and any future tools available to USDA.

  • Generate ad hoc bandwidth utilization reports as needed to respond to customer-driven business requirements.

  • Conduct contrast analysis by comparing managed network service provider's port utilization reports with USDA's data, providing comprehensive insights.

  • Utilize network analytics and trend analysis techniques to predict capacity performance issues within the USDA network.

  • Provide written or verbal analysis upon request to preemptively address potential network issues.

  • Perform quarterly gap analysis to compare managed network service provider's solution architecture against USDA requirements for USDANet managed services, delivering detailed analysis reports.

  • Deliver comparative analysis reports that compare USDA WAN technology requirements to managed network service provider's technology roadmaps.

  • Research new technologies, solutions, and products in areas such as enterprise architecture, DNS, software-defined networking, zero trust, remote access services, IP address management, circuit capacity analysis, Unified Communications Services, and Cloud Service Gateways.

  • Provide recommendations to inform USDA's technology roadmaps, focusing on scalability, security, and cost-efficiency.

  • Develop and deliver process documentation, including Standard Operating Procedures (SOPs), briefings, reports, diagrams, process, and procedural updates.

  • Store and manage documentation within Service Now or ENS SharePoint site as determined.

  • Lead walkthroughs of processes with stakeholders to ensure proper understanding and adherence.

  • Attend all audit and assessment meetings, track activities, develop responses, document responses, and support ENS audits, security assessments, and data calls.

  • Develop and manage remediation plans derived from audit and assessment recommendations, ensuring adherence to USDA and NIST standards (with USDA-specific modifications).

  • Serve as a Senior Network Engineer responsible for designing, building, troubleshooting, and maintaining the enterprise networking environment, including expertise in firewalls, load balancing, DNS, and Cloud Platforms (Azure, AWS, and Google Cloud).

  • Lead architectural technical solutions working with contract partners and federal employees to ensure high availability, reliability, and scalability.

  • Provide advanced troubleshooting support for local, wide, and cloud networks, including firewall management, load balancing, DNS, cloud platforms (Azure, AWS, and Google Cloud), and advanced routing protocols (MPLS, BGP, EIGRP, segmented VLANs/VRFs).

  • Evaluate, coordinate, and consult on network devices such as routers, firewalls, load balancers, and ensure optimal configurations and performance.

  • Support Cloud network operations projects and execute ENS-approved tasks, including managing VPCs, subnets, NAT Gateways, Load Balancers, cloud firewalls, Security Groups, and Network ACLs.

  • Lead and manage projects to implement and maintain cloud-based services, ensuring alignment with USDA requirements and best practices.

  • Perform tasks such as configuring VPCs, subnets, load balancers, VPN gateways, and managing cloud firewalls, Security Groups, and Network ACLs.

  • Support network operations projects and service desk advanced technical incidents and problem management, including 24/7 on-call support.

  • Perform advanced troubleshooting of cloud network components, monitor performance, and provide recommendations for optimization and security.

  • Lead network operations projects, including planning, execution, monitoring, and delivery, ensuring that all projects are completed on time, within scope, and budget.

  • Coordinate with multiple stakeholders, including ENS branches, USDA agency stakeholders, managed service providers, and cloud service providers (CSPs), to gather requirements, develop project plans, and execute approved network architecture projects.

  • Contribute to ticket resolutions and change management processes, including creating and reviewing change requests, managing cloud network components, and ensuring compliance with ITIL processes.

  • Develop and maintain cloud architectural, engineering, and operational network documentation, supplementing service provider technical documentation and diagrams for accuracy.

  • Work closely with cross-functional teams and stakeholders to identify and recommend network security best practices.

  • Collaborate with stakeholders to implement approved security policies, standards, and processes.

Basic Qualifications:

  • As a requirement of this position, all candidates must be a U.S. citizen. In accordance with 8 U.S.C. 1324b(a)(2)(C) , Epsilon will not consider candidates for this position who do not meet the aforementioned conditions.

  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field (Master's preferred).

  • At least 8-10 years of experience in network engineering and architecture, including WAN, LAN, and cloud networking.

  • Strong experience with cloud platforms (AWS, Azure, Google Cloud) and associated networking services (VPCs, subnets, load balancers, VPN cloud gateways).

  • Expertise in network devices such as routers, firewalls, load balancers, DNS, VPNs, WAPs, Cisco, Fortigate, F5, Solarwinds, vManage, and Splunk.

  • Proven experience in conducting network analytics, trend analysis, and capacity planning.

  • Experience with tools such as Science Logic for network monitoring and analysis.

  • Knowledge of NIST standards and experience supporting compliance with federal audit requirements.

  • Experience with network engineering/architecture in a federal government environment is highly desired

  • Excellent project management skills, including the ability to manage multiple complex projects simultaneously.

  • Excellent communication skills with the ability to present complex technical concepts to non-technical stakeholders.

  • Ability to work independently and as part of a team in a dynamic environment.

Preferred Certifications:

  • Cisco Certified Network Professional (CCNP) or Cisco Certified Internetwork Expert (CCIE).

  • AWS Certified Advanced Networking, Azure Network Engineer Associate, or Google Professional Cloud Network Engineer.

  • Certified Information Systems Security Professional (CISSP) or Certified Information Security Manager (CISM).

  • Project Management Professional (PMP) or other relevant project management certifications.
