Summary This position is located in the Project Section, Engineering Service at the VA Central California Health Care System (Fresno) CA. Incumbent is responsible for the planning, design, coordination, technical support and supervision/oversight of construction projects. Requires full perpetration of projects in various disciplines from the planning stage through construction documents, and includes the supervision of construction and final inspections and project activations. Work Schedule: Monday- Friday 8:00 am- 4:30 pm Position Description Title/PD#: General Engineer/ 6064-A Physical Requirements: Work is normally sedentary; however, occasional travel and long working days or weekends is required, and physical stamina may be necessary. Work related travel might expose the incumbent to the normal hazards of commercial transportation, urban environments, or extreme weather conditions. On-site reviews and monitoring activities may place the incumbent in situations requiring caution to avert health and safety hazards (e.g., inspecting historic buildings, construction sites and Federal facilities, etc.). Some field work may be required. Use of PPE may be required on construction sites. RELOCATION INCENTIVE/RECRUITMENT INCENTIVE MAY BE AUTHORIZED FOR HIGHLY QUALIFIED CANDIDATES. The incumbent serves as the Contracting Officer Technical Representative (COTR) with full responsibility for the accomplishment of assigned construction projects. The incumbent is a general engineer, with emphasis in either Electrical Engineering, Mechanical Engineering, Civil Engineering, Architecture, or Construction Management, responsible for planning, analysis, and construction of new and conversion, remodeling, or modernization of existing Veterans Affairs buildings and facilities. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS- 12 position you must have served 52 weeks at the GS- 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirements: Degree: Engineering. To be acceptable, th program must: 1. lead to a bachelor's degree in a school of engineering with at least one program accredited bye ABET; or 2. include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: statistics, dynamics; b. strength of materials (stress-strain relationships); c. fluid mechanics, hydraulics; d. thermodynamics; e. electrical fields and circuits; f. nature and properties of materials (relating particle and aggregate structure to properties); and g. any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience. College-level education, training, and/ or technical experience that furnished 1. a thorough knowledge of the physical and mathematical sciences underlying engineering, and 2. a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. Written Test. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.Specified academic courses. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.Related curriculum. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has has a least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience. Specified Academic Courses - Evidence of successfully completing at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above in question 1. Transcripts required. GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Performs layout of operations and schedules for assigned projects. Conducts or directs investigations of project sites to determine essential site information. Evaluates and determines compliance of shop drawings, certificates of compliance, and other submittals from contractors for contract and performance requirements. There is no educational substitution for the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
