The State Highway Administration’ s (SHA) D istrict 7 (Carroll, Frederick, and Howard County) is currently recruiting for a Project Engineer (T ransportation Engineering Technician V) position. This position is open to anyone who meets the minimum and selective qualifications listed below. All eligible candidates must meet the minimum and selective qualifications by the closing date. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. Nature of Work: The primary purpose of this position is to serve as a Project Engineer on large road or bridge construction projects, or a medium sized bridge or roadway project with multiple complexities. This position will be the primary source of technical knowledge for project staff providing guidance, technical assistance, direction, and solutions to construction and/or engineering related issues. The Project Engineer will also manage, direct, and supervise a staff of subordinate inspectors by directing and monitoring the complete and accurate documentation of the construction process, ensuring that all files are current, and all progress estimates are accurate.

This position will also function as the District 7 Partnering Coordinator. This will include assisting project personnel in setting up the partnering program, training district staff in partnering, and acting as mediator between the contractor and District 7 personnel. The incumbent will be the primary source of technical knowledge for project staff, providing guidance, technical assistance, direction, and solutions to construction and/or partnering related issues.

Qualifications

Minimum Qualifications:

Education: Graduation from a standard high school or possession of a high school equivalency certificate.

Experience: Eight (8) years of experience in technical engineering related work in the areas of design, traffic, construction, materials testing, engineering surveys, maintenance, or planning.

Selective Qualification: Four (4) years of the required experience must include highway construction project management.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualification:

The ideal candidate should possess the following:

  • Excellent written/oral communication skills

  • Good interpersonal skills

  • Ability to prepare clear, comprehensive, and concise reports

  • Knowledge of construction project practices and management

  • Skilled in Microsoft Office Suite and Windows Operating Systems Applications

  • Ability to plan, organize and coordinate complex or challenging activities.

  • Ability to effectively supervise subordinate staff.

  • Problem solving and decision-making abilities

  • Excellent internal/external customer service skills

    Notes:

    1. Applicants may substitute education in a civil engineering curriculum at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience, up to a maximum of three years.

    2. Applicants who possess an associate degree in either engineering, construction management or surveying or surveying technology from an accredited community college, college or university are considered to have met two years of the eight-year experience requirement.

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in state of Maryland.

Candidates will be required to pass the following quality assurance/quality control certifications within the probationary period: Concrete; Hot Mix Asphalt; and Soils/Aggregate.
