Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM ANALYST-TITLE 5, Position Description Number PDT5182000 and is part of the KY G6, National Guard. NOTE: Current on-board applicants (AREA 1A, TITLE 5 employees only) will retain current tenure and be temporarily promoted or reassigned, all others will be hired with indefinite tenure. Responsibilities As a PROGRAM ANALYST-TITLE 5, GS-0343-9, you will prepare the state Information Support Plan. Receive information and requirements from divisions/branches within the organization, perform cost-benefit and life cycle analysis, prepare the plan, and submit to NGB. Prepare Program Objective Memorandum submission. Monitor status of POM and adjust programs/plans as required. Perform budget management functions. Receive and review Annual Funding Program. Prepare management reports and provide funding status. Submit/adjust obligation plans. Prepare authorization documents and validate documents for fiscal law compliance. Create reservations, track transactions, review purchase documents, conduct internal budget meetings and prepare reports for agency Program Budget Advisory Council meetings. Coordinate disbursements and reconcile unliquidated transactions. Manage organization's Internal Controls program. Conduct audits of assessable programs, review findings, prepare reports and corrective action plans. Analyze regulations, legislation, and operating procedures for impact on the information programs and operations. Develop regulatory and policy documents for the organization. Perform Cooperative Service Agreement services. Manage division Impact Card Program by creating obligation documents, reviewing statements, resolving billing and payment disputes. Provide administrative support to the division. Schedule meetings, conferences, and travel. Maintain division suspense/activity databases. Prepare briefing and reports. Represent the organization at meetings and on committees. Perform other duties as assigned. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT: May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. May be subject to furlough actions. Acceptance of a Federal position will terminate Tricare Reserve Select (TRS) eligibility. This position is located on a tobacco free facility. Must obtain and maintain a favorable adjudication of a T3 or equivalent investigation. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Financial Management Level 2 Certification: Incumbent of this position is required to comply with all DoD and DoA requirements of this certification program as a condition of employment for this position. Employees must obtain the appropriate certification levels for their positions within 24 months after initial assignment; and, employees must maintain the positions' continuous training and education studies, as identified for each certification level, during the defined 24 month period. NOTE: A retired member of the Armed Forces may not be appointed to a DOD civilian position within 180 days after retirement, without a TAG approved waiver, in accordance with DoDi 1402.01, Employment of Retired Members of the Armed Forces, dated 09 Sep 2007 and National Guard Appointment for Retired Members of the Armed Forces Memo, dated 18 Jan 2019. Qualifications SPECIALIZED EXPERIENCE: Must have at least 1 year of specialized experience at the GS-07 level through federal service or equivalent experience in the private or public sector that demonstrates the knowledge and experience in organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management. Experience with resource management programs, fiscal law, budgeting and accounting procedures. Experience reviewing, analyzing, and resolving conflicts between local and higher regulations and the division to ensure they meet regulatory requirements. Experience properly identifying, maintaining, and protecting official records. EXPERIENCE REQUIREMENTS: Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment. Education Substitution of Education for Specialized Experience: To qualify for GS-0343 Title 5 Excepted Service positions, on the basis of completed graduate education listed below: Master's or equivalent graduate degree -OR- 2 full years of progressively higher level graduate education leading to such a degree -OR- Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. You must combine education in excess of a 1 full year of graduate level education with specialized experience that equals 100% of the qualification requirements. To receive credit for education, you must provide OFFICIAL transcripts for validation.
