South Middlesex Opportunity Council Quality Control Specialist in Framingham, Massachusetts

SUMMARY

Responsible for the day to day review and audit of client files in accordance with funder requirements and for development and implementation of training and communication of policy changes in accordance with Section 8 Housing and Urban Development (HUD) and Department of Housing and Community Development (DHCD) regulations.

PRIMARY RESPONSIBILITIES

  • Quality Control review of annual eligibility certification processes as completed by Program Representatives for client files, using HUD Section 8 Management and Assessment Program (SEMAP) regulatory indicators, HUD Rental Integrity Management (RIM) review tools and DHCD Administrative Plan guidance.

  • Quality control review of “first time leased” tenant files for eligibility verification purposes

  • Quality control review of “new tenants” which may include tenant files for eligibility verification purposes.

  • Review client file paperwork for accuracy and completeness, concentrating on numeric accuracy, proper use of forms, timeliness, signatory compliance data input compliance and file presentation.

  • Participate in implementation and development of QC policy and procedures within the department alongside the Director of Technical and State Programs and Director of Federal Programs.

  • Attend trainings pertaining to relevant Section 8 HUD and DHCD regulations and obtain appropriate certifications, as needed.

  • Ensure all RAP forms are up to date and being used in accordance with Section 8 HUD and DHCD regulations

  • Assist Program Director as needed in monitoring staff workload and auditing files for performance evaluation

  • Engage all clients by understanding and addressing their needs whether within or outside the scope of the specialty.

  • Attend & participate in team meetings and communicate effectively with clients and staff in other specialty areas.

  • Ensure compliance with program/department, agency and/or funder requirements, as well as, SMOC policies & procedures.

  • Other duties as assigned.

KNOWLEDGE AND SKILL REQUIREMENTS

  • B.S./B.A. or Associate’s degree preferred.

  • Required to meet all DHCD program certifications within 1 year or have 2 years’ of experience in DHCD Rental Assistance programs.

ORGANIZATIONAL RELATIONSHIP

  • Directly reports to Director of Technical and State Programs

  • Indirectly reports to: QC Specialist/Trainer Billing and Data Supervisor, Program Supervisor, Director of Federal Programs

  • Direct reports of this position are none.

  • Indirect reports are Program representatives.

WORKING CONDITIONS

As part of the responsibilities of this position, the RAP QC Specialist will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services.
