Job Title: Site Contract Staff Support Supervisor/Clinical Counselor (Djibouti, Africa)

Summary

Site Contract Staff Support Supervisor:

The Staff Support Supervisor provides staff support for multiple locations where Zeiders provides services under the Commander Navy Installations Command (CNIC) Fleet and Family Support Program (FFSP) Support Contract. This position may support a wide range of geographic locations within nine of the Navy’s regions worldwide. The Staff Support Supervisor is responsible for ensuring that contract related activities including local government interface, personnel management and budget management are conducted in accordance with Zeiders corporate policies and management philosophy. The Staff Support Supervisor is responsible for staffing, training, administrative oversight, monitoring of budgets, property management (if applicable), quality control, and liaison with the local government points of contact (Contract Technical Assistants). The Staff Support Supervisor works as part of an integrated contract management team that includes the CNIC Division Director, CNIC FFSP Global Project Manager, CNIC FFSP Global Deputy Project Manager, Staff Support Manager and corporate operations staff.

Clinical Counselor:

Clinical counselors provide assessment and short-term, solution focused counseling services to eligible individuals, marital or intimate partners, families, and/or groups.

Responsibilities

Site Contract Staff Support Supervisor:

Responsibilities include but are not limited to the following:

  • Government Interface: Establishes and maintains effective working relationship with the local government points of contact (Contract Technical Assistants) assigned to this contract. Responds to concerns/questions regarding contract performance.

  • CNIC Division Director, CNIC FFSP Global Project Manager, CNIC FFSP Global Deputy Project Manager and Staff Support Manager: Provides information to the CNIC Global Staffing contract senior management team regarding contract performance and compliance. Provides input to the required monthly and quarterly reports. Seeks senior management consultation regarding policy exceptions and personnel issues.

  • Contract Staffing: Follows corporate recruiting and contract specific processes to advertise, recruit and hire contract staff. Ensures new employee participating in initial Zeiders’ staff orientation and oversees job-related orientation and training compliance. Collects all required employee paperwork.

  • Staff Support: Serves as the primary corporate management resource for staff at field locations. Ensures that staff has the necessary resources to fulfill their job responsibilities. Provides regular, scheduled supervision and performance management feedback either telephonically, via web conferencing or face to face when on site. Ensures that staff complies with corporate policies regarding timekeeping, paid time off, and reporting requirements. Approves timesheets and keeps leave schedules. Initiates staff appreciation as appropriate.

  • Contract Monitoring: Ensures that contract requirements are met and compliance maintained. Reviews input for monthly/quarterly reports. Advises contract senior management of any contractual issues that may result in Contracting Office action and of any anticipated or proposed adverse personnel action. Works cooperatively with the contract senior management in developing and implementing solutions to contract-related challenges. Monitors program activities and changes through interaction with contract senior management to creatively problem-solve for ensuring compliance with contract requirements and performs periodic audits.

  • Quality Control: Ensures the implementation and maintenance required Quality Control plan requirements that supports the contract objectives.

  • Training Oversight: Ensures that contract staff receive required job-related training and facilitate the approval process for government-directed training in accordance with contract requirements. Works with the CNIC FFSP Global Staff Contract Training Manager to ensure all required training standards are met and documented via the Learning Management System.

  • Staff Recruitment: Initiates staff recruiting process in accordance with Zeiders’ corporate and contract specific hiring procedures. This includes initiating the recruiting process, receiving and reviewing qualified resumes from the recruiter, interviewing qualified candidates, notifying recruiter on candidate selection, arranging candidate site visits, and submitting all required approval paperwork.

  • Cross Training and Collateral Duties: Each Staff Support Supervisor will be cross-trained to back-up other Staff Support Supervisors, Collateral duties may be assigned by the Division Director/Project Manager.

Clinical Counselor:

Essential Duties and Responsibilities

  • Scope of practice is limited to counseling services for other conditions that may be a focus of clinical attention and adjustment disorders.

  • Ensure referral for appropriate behavioral health follow-up of any psychological disorders or symptoms requiring longer-term and/or medical/psychiatric intervention. Conduct intake, screening, assessment, and referral of clients as appropriate. Work with the client to establish an individual treatment plan. Provide individual, couples, and group counseling. Provide information about existing Navy programs such as SAIL. Provide immediate intervention and risk assessment IAW best practices in the mental health community and educate and ensure adequate referral and follow-up of any case presenting suicidal or homicidal risk

  • Ability to perform accurate assessment of the client’s presenting problem and to plan effective treatment for that problem

  • Provide an initial clinical assessment and ongoing risk assessments using the Columbia Suicide Severity Risk Scale (C-SSRS). Provide ongoing safety planning using the Veterans Affairs Safety Plan.

  • Prepare and conduct management briefings in order to communicate recommendations on training and exercises. Facilitate and/or provide psychological first aid services to commands and/or groups within the commands. Execute Emergency Family Assistance Center assigned responsibilities as exercised and directed. Provide after-hours coverage for the FFSP in OCONUS locations, when required.

  • Ability to intervene in crisis situations, using sound professional judgment, ethical practice and common sense.

  • Provide services within 24 hours of request, using accepted practices and procedures, in response to both small- scale (e.g., suicide) and large-scale incidents (e.g., Shipboard accident, man-made emergency). Collaborate with Chaplains and/or medical personnel

  • Provide outreach and training on Navy programs such as SAIL and family violence prevention to appropriate audiences such as commands, medical professionals, youth activities staff and chaplains

  • Participate in site/regional quarterly quality assurance procedures to ensure that all clinical services provided are safe and of good quality

  • Maintain counseling case documentation IAW all applicable policies, laws and instructions

  • Ensure staff delivering non-medical counseling services are accounting for all services delivered in scheduling module

Required Education and/or Experience Qualifications

Site Contract Staff Support Supervisor:

  • Master’s degree in a social service discipline OR a Bachelor’s degree with 4 years relevant experience

  • Two years’ social service program administration/management experience that included a behavioral health component

  • Demonstrated experience with military family support programs

  • Three years’ personnel management/staff supervision

  • Familiarity with government contracting process through prior work experience

  • Proficient in use of Microsoft Office Suite (especially Outlook, Word, Excel)

  • Prior budget management experience

Desired Qualifications

  • Prior experience on the CNIC Global contract or experience with the Fleet and Family Support program

  • Prior experience in a supervisory role on a federal government contract

  • Knowledge of the military and the challenges of military life style

  • Ability to envision the broad scope of projects and to establish effective working relationships with external program and on-site agency managers

  • Articulates an approach to supervise through problem solving and facilitation. Maintains a forward-looking focus

  • Experience and ability to handle personnel issues and set in motion actions to improve individual performance when necessary

  • Experience with developing and implementing reward and recognition programs to enhance employee performance and motivation.

  • Knowledge of the tenets of adult education and the development of training curriculum based on adult learning model

  • Ability to manage budget expenditure process

  • Experience in managing a geographically dispersed staff (approximately 30-40)

  • Ability to communicate effectively in oral and written expression

Required Education and/or Experience Qualifications

Clinical Counselor:

  • Minimum educational qualifications include one of the following; a master’s degree in counseling accredited by the Council for Accreditation of Counseling and Related Educational Programs; a master’s degree in social work accredited by the Council on Social Work Education, a master’s degree in marriage and family therapy accredited by the Commission on Accreditation of Marriage and Family Therapy Education, or a doctoral degree in clinical or counseling psychology and a one-year clinical internship accredited by the American Psychological Association.

  • Current, valid and unrestricted clinical license or certification from a state or U.S. territory authorizing independent clinical practice in the fields of professional counseling, clinical social work, marriage and family therapy or clinical/counseling psychology- LCSW (Licensed Clinical Social Worker), LMFT (Licensed Marriage and Family Therapist), LCP (Licensed Clinical Psychologist/ Licensed PhD in Psychology), LPC (Licensed Professional Counselor), LCPC (Licensed Certified Professional Counselor), LMHC (Licensed Mental Health Counselor)

  • A minimum of two years- of full-time, post-master’s supervised clinical experience .

  • Clinical Counselors must meet or exceed the requirements for Tier II clinical practitioners.

  • Counselors must meet the standards of professional and ethical conduct prescribed by their particular discipline or licensing board and demonstrate current clinical competence through at least periodic, direct service clinical experience during the 2 years preceding hire

Preferred Qualifications

  • Knowledge of the difficulties of adjusting to general life stresses as well as those resulting from the requirements of military life, and experience providing short-term counseling for those issues

  • Knowledge of standard documentation requirements for clinical services

  • Knowledge of available military and community referral resources

  • Ability to work effectively with diverse racial, ethnic, and socioeconomic backgrounds

  • Proficiency in oral and written communication skills

  • Knowledge of Microsoft Office Suite software and skilled in the use of office software

Other Skills and Abilities

This position requires access to U.S. Government facilities and systems. U.S. Citizenship, a valid driver's license, transportation, and auto insurance are required.

Physical Demands: Works in office areas. Sits, stands, bends, lifts, and moves intermittently during working hours. Uses personal computer, telephones, copiers, printers and other office equipment. The employee must occasionally lift and/or move up to 10 pounds.
