Job Description

The Senior Manager, Chargeback Operations, will have responsibility and oversight of the Chargeback team's day-to-day operations making sure contracting is accurate and payments are adjudicated on time to ensure patient access. This oversight includes agreements within Specialty Pharmacy, Government Contracts and Commercial Contracts. This position will also be responsible for the following duties and tasks. This role will follow a hybrid working schedule on-site in Foster City, CA.

Job Responsibilities:

  • Responsible for auditing of contract data and eligibility to be fully compliant with contract agreements.

  • Perform data integrity and quality control checks to identify areas of improvement or training needed within the department.

  • Proactively identify potential issues and inefficiencies that arise in the areas of chargebacks and offer recommendations/solutions to department management and resolves escalated issues.

  • Effectively liaises with external customers or vendors to ensure satisfactory services levels and resolve issues.

  • Builds relationships with senior management and cross-functional teams.

  • Establishes business relationships internally and externally of the department to facilitate current and future needs.

  • Assists with developing, implementing, and complying with standardized departmental operating procedures and implements specific policies and procedures to comply with local legislation.

  • Follows Standard Operating Procedures (SOPs) related to pricing and contracts.

  • Ensures compliance with all Government program rules, regulations, and legislation affiliated with these programs within the scope of eligibility maintenance and the administration and processing of chargebacks.

  • Helps to create an inclusive environment where people can share diverse perspectives, difficult messages, or contrary opinions without fear (psychological safety) to support a respectful and transparent work environment for all.

  • Provides direct supervision to employees.

  • Supports the growth, training, and development of Chargeback team members with timely feedback.

  • Be the main point of contact for Revenue System Management (Model N), facilitate discovery sessions and lead the data assessment and profiling activities.

  • Design complex reports based on KPIs (key performance indicators), to meet the strategic goals of the organization.

  • Effectively research and reconciliation of exceptions/errors. Communicate with wholesalers and end customers in the reconciliation process.

  • Coordinate dispute information with Chargeback Analyst and Distributor partners as needed to resolve contract error discrepancies. Manage follow up communications with distributors to ensure errors are resolved on the front end.

  • Document any identified gaps in contracting membership procedures and work with the team leaders and managers to find resolution

  • Serve as a business partner to account management teams to provide customer or account reports and other information to facilitate contract negotiation or renewal.

Knowledge :

  • Desired knowledge of implementing complex contract designs into Model N.

  • Detailed understanding of Chargeback claims processing, Admin Fees and Incentive Rebates principles, techniques and their appropriate application is required.

  • Knowledge of Government (340B/FSS) and Commercial programs and relevant regulations to ensure Gilead is compliant with government and commercial pricing programs that affect contract management and claims processing.

  • Understands basic requirements of Government Pricing and the impact of commercial contracting decisions.

  • Data management skills and the ability to analyze information to provide relevant and reliable data are required.

  • Effective influencing skills to provide recommendations to business leaders.

  • Effective decision making and problem-solving skills.

  • Able to work collaboratively in a team structure are required.

  • Able to spend majority of time working independently using well-defined and established procedures with little guidance.

  • Ability to provide data insights to support negotiations/contracting.

Basic Qualifications:

Bachelor's Degree and Eight Years’ Experience

OR

Masters' Degree and Six Years’ Experience

Preferred Qualifications:

  • 6+ years of related experience in biotech or pharmaceuticals industry and a BS or BA degree.

  • Experience implementing complex contract designs operationally in system of records (i.e., Model N)

  • Strong people and project management skills

  • Strong knowledge of pharmaceutical order process and customer service

  • Ability to resolve complex/escalated issues.

  • Recognizes and interprets business issues/opportunities and recommend solutions through analysis.

  • Strong verbal, written, and interpersonal skills with an emphasis on time management, follow-through, and issue-resolution abilities.

  • Critical thinking and analysis skills are required.

  • Must have the ability to multi-task in a deadline-intensive environment.

  • Proficiency in Tableau, Model N, Microsoft Excel, PowerPoint, and Word

  • Experience in a utilization-based claim processing environment in the pharmaceutical or biotech industry helpful, but not required.

The salary range for this position is: $154,020.00 - $199,320.00. Gilead considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. These considerations mean actual compensation will vary. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives (eligibility may vary based on role), paid time off, and a benefits package.
