Job/Position DescriptionThis is a temporary, grant-funded position through June 30, 2024. The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Volunteer Services Coordinator IV position within the Community Services, Foster Grandparent Program (FGP). FGP serves a dual purpose in that it provides income-eligible adults, age 55 and older, with meaningful volunteer opportunities, while also meeting critical community needs by serving children with exceptional needs. The Volunteer Services Coordinator (VSC) IV reports directly to the FGP Manager and performs highly advanced (senior-level) volunteer services work. Responsibilities include overseeing, evaluating and promoting volunteer program with local volunteer stations and community stakeholders; recruiting, matching, and maintaining close supervision of Foster Grandparent Volunteers; conducting new volunteer orientation and ongoing training activities; evaluating and monitoring programmatic components for compliance and reporting; and overseeing and approving bi-monthly payroll submissions. Work is performed with minimal supervision, with extensive latitude for the use of initiative and independent judgement.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy.EJF1: Develops a volunteer recruitment and retention plan based on federal grant requirements; recruitand#146;s volunteers in accordance with the recruitment plan; fully screens and processes volunteer applicants; interviews, selects, and assigns Foster Grandparent volunteers; and develops job descriptions, agreements, and outlines responsibilities and obligations of volunteers. (25%)EJF2: Oversees the Foster Grandparent Program at daycares, independent school districts, juvenile detention centers, and other volunteer service sites; achieves the maximum benefit for children and youth through careful recruiting and matching of Foster Grandparent Volunteers to volunteer stations and maintains close supervision of volunteers. Develops and secures new memorandum of understanding agreements with volunteer stations, including renewals and amendment activities. (20%)EJF3: Serves as project lead and provides administrative direction and guidance to the FGP Administrative Assistant. Oversees required records, files, and the program database regarding volunteer schedules, mileage, and stipends. Analyzes and provides information to the FGP Manager and Supervisor as requested for reports, audits, and internal and external requests. (20%)EJF4: Orients and trains volunteers in accordance with the FGP Volunteer Services Policy Manual; develops volunteer and aging specific in-service materials and makes such training available to all volunteers on a monthly basis; supervises and evaluates the performance of volunteers and provides corrective action as warranted. (15%)EJF5: Promotes FGP through community relations programs and activities including radio, television, print media, health and senior fairs, and personal speaking engagements. Leads the planning and coordination of volunteer recognition and appreciation events throughout the year. (15%)EJF6: Serves as point of contact in the absence of the FGP Manager and Supervisor. Performs other duties as assigned.
