Position Summary
As a Transmission Services Consultant, Principal at Oncor, you’re the primary Oncor interface with numerous entities (generating plants, electric utilities, rural electric cooperatives, and large retail customers) to negotiate and coordinate the establishment of the most challenging, large scale, or critical interconnections with the Oncor transmission system to meet the needs of those entities and Oncor, consistent with all applicable tariffs and regulations, while protecting the interests of Oncor. As a part of such activity, negotiates, prepares, and secures various contracts with such entities in a reasonable manner while protecting the interests of Oncor, coordinates interface between entities and Oncor during design and construction to facilitate timely completion of facilities, and manages financial transactions with such entities such as contributions in aid of construction, irrevocable letters of credit, corporate guarantees, and cash deposits.
This role provides guidance to Transmission Services Consultants in all aspects of their responsibilities, including the development and negotiation of contracts. This position is a hybrid role based in our 777 Main St – Fort Worth, TX location.
Key Responsibilities :
Negotiates the scope of transmission voltage facilities to be installed by Oncor directly with other entities (generating plants, electric utilities, rural electric cooperatives, and large retail customers) with respect to large interconnection facilities.
Identifies and gathers the necessary engineering and financial information for agreements, develops and negotiates clear, concise agreement language to address provisions that are specific to each interconnection to address facilities to be constructed, financial considerations, and any other special terms and conditions.
Obtain the counsel of an attorney to assist with the development of contracts, and in some instances, negotiations may involve an attorney representing the other entity.
Rely upon Oncor policies and requirements, applicable tariffs and regulations, engineering and financial input from others within Oncor, legal counsel, and this position’s judgment and knowledge to achieve timely, successful negotiation of contracts. After finalizing the interconnection plan, securing the necessary agreements, this position ensures that both parties are performing their respective obligations necessary to complete the interconnection by the needed date, such as payment of contributions in aid of construction, posting of financial security, execution of easements, transmittal of technical information, and numerous other items necessary to facilitate interconnection.
Resolve issues that arise during the design and construction phase that would negatively impact the project, this position assesses the issues, identifies and recruits necessary personnel to support resolution of the issues, and sponsors timely resolution of those issues.
Complies with NERC Reliability Standards FAC-001 and FAC-002, including proper retention of documents.
Provides guidance to Transmission Services Consultants concerning all aspects of the responsibilities associated with the Transmission Services Consultant position, including methods of providing service, technical issues, compensation by the customer, and development of contracts.
Serves in a relationship management capacity as the primary contact with numerous entities to establish favorable working relationships to meet the needs of both parties in an efficient, timely manner. In a number of instances, the entity and Oncor do not agree on an engineering, legal, or financial issue, and this position must develop Oncor’s position, seeking counsel from various subject matter experts, and convey such position in an articulate, firm manner while maintaining a productive working relationship with Oncor personnel and the entity, and reach resolution with the entity on the matter in a timely manner.
Coordinates the resolution of numerous issues that arise with respect to existing interconnections with entities, such as billing issues, interconnection modifications, sale/purchase of facilities, outages, NERC compliance, and other issues.
Operates with a minimum level of guidance and supervision from the Director and/or Manager, Transmission Services while managing a large number of interconnection requests at various stages, many of which have very challenging timelines for completion.
Skills :
Very high degree of ability to comprehend and communicate complex issues clearly in verbal and written form.
High degree of interpersonal skills, ability to work with a team to resolve issues, and ability to provide effective guidance to Transmission Services Consultants on all aspects of that position.
High degree of ability to negotiate solutions to the most technical issues, including development of the most complex written agreements.
Action oriented with high degree of ability to organize, plan, and control numerous, large projects.
Experience with Microsoft Word and Excel.
Education & Experience :
High School diploma, GED, or equivalent and 6+ years’ experience with a regulated utility; cross-functional experience desirable, including experience related to transmission and distribution level voltage electric systems, or utility-scale generating plant electric systems, or other comparable experience required.
Applicant with Bachelor of Science Engineering, Bachelor of Science Electrical Engineering Technology, Bachelor Degree Construction Project Management; exceptional candidates with Accounting, Finance, Business Administration, or other Engineering encouraged to apply.
Registration as a Professional Engineer in the state of Texas are encouraged to apply.

Measure of Success :
Mutual agreement reached with entities in a timely manner on interconnection arrangement and contractual provisions in accordance with all requirements and success in completing interconnections in a timely manner, in accordance with all requirements, while protecting the interests of Oncor, with minimal involvement by Director and/or Manager, Transmission Services.
Transmission Services Consultants are able to improve their performance after consulting with this position.
