Position Summary

As a Senior Category Manager at Oncor, you’ll manage a wide range of procurement responsibilities including: managing complex procurement transactions related to acquisition of equipment, materials, goods, supplies, and services; developing and administering contracts and amendments that may be complex in nature; leading sourcing initiatives; management of supplier and internal stakeholder relationships; training internal clients on procurement processes and services; and control of documentation and transactions to meet Company, Audit, and SOX standards. As a senior role within Procurement, this individual is responsible for driving process improvements, and the training and development of Buyers more junior in tenure.

This position is a hybrid role based in our 777 Main St – Fort Worth, TX location.

Key Responsibilities :

⦁ Performs all essential functions and aspects of the job including any other specific job requirements.

⦁ Manage procurement transactions related to the acquisition of equipment, materials, goods, supplies, and services, which may be highly complex in nature.

⦁ Manage end-to-end supplier sourcing process for the acquisition of products and services for Tier 2 suppliers and Tier 3 suppliers. These responsibilities include development of Request for Proposals (RFP), pre-bid conferences, response evaluation and scoring, reverse auctions, and supplier negotiations.

⦁ Participate on Strategic Sourcing initiatives (sourcing of Tier 1 and Tier 2 suppliers) and cross-functional teams as the senior Procurement lead on the initiative.

⦁ Lead contract development and execution process for agreements, which may be complex in nature, including: terms and conditions, performance measures, insurance requirements, and managing appropriate internal stakeholder reviews for contract execution, such as business owners, Legal, Internal Audit, and SOX.

⦁ Track upcoming contract expirations, communicate status to Buyers and contract owners, and take required actions prior to contracts expiring.

⦁ Monitor actual spend versus contract funding limit, communicate status to Buyers and contract owners, and take required actions prior to actual costs exceeding funding level.

⦁ Manage moderately-complex contract compliance (pricing, insurance coverage, performance management, etc..), for Tier 1, Tier 2, and/or Tier 3 suppliers, including management of change control activities

⦁ Review and respond to open supplier inquiries forwarded by Associate Buyer and ensure responses provided within service level.

⦁ Manage supplier relationships for Tier 2 and Tier 3 suppliers.

⦁ Manage electronic filing of purchase order contract file documentation accordingly to documentation standards, including scanning of file documentation.

⦁ Review/audit contract files to ensure documentation is accurate and complete.

⦁ Lead process reviews and reengineer Procurement processes to deliver high quality, efficient, and cost-effective solutions.

⦁ Review procurement system buyer activities on a weekly basis, take required actions to meet performance measures, and report on performance in monthly Procurement meetings.

⦁ Support and promote Oncor’s supplier diversity program.

⦁ Initiate, develop, and mentor diverse suppliers.

⦁ Incorporate safety into daily work ethic and day-to-day processes.

⦁ Provide training and mentorship to junior Procurement team members.

⦁ Develop and maintain product, industry, and market knowledge.

Skills :

⦁ Strong business knowledge and understanding of sourcing, procurement, and supplier relationship management processes.

⦁ Experience in designing and reengineering Procurement processes.

⦁ General experience in basic project management and training people.

⦁ Excellent written and oral communication skills.

⦁ Experienced in managing the end-to-end sourcing lifecycle for initiatives of intermediate to advanced level of complexity.

⦁ Solid skills in supplier performance management.

⦁ Intermediate to advanced application skills in Microsoft Word, Excel, and PowerPoint.

⦁ Ability to build agreement and positively influence team outcomes.

⦁ Ability to work with and manage confidential information.

⦁ Ability to negotiate and persuade others.

Education & Experience :

  • High School Diploma, GED, or Equivalent AND 10+ years of related work experience required.

  • Will consider applicants with Bachelor’s Degree in Business, Supply Chain, or related fields of study and 6+ years of related work experience in the utility industry in lieu of above criteria.

  • Applicants with Certification or Professional Credentials in Procurement or Supply chain highly encouraged to apply.

Travel :
