U.S. Army Test and Evaluation Command Technical Director in Fort Sill, Oklahoma

Summary About the Position: This Technical Director position is located at the U.S. Army Operational Test Command, the Fires Test Directorate (FTD), with a duty location of Fort Sill, Oklahoma. A relocation incentive, recruitment incentive, credit for leave accrual, and permanent change of station allowance may be authorized if it is determined to be in the best interests of the Government. (merit) Responsibilities Serves as Technical Director. Acts as advisor to the Director, and other personnel of the Directorate, on all operational/user tests and evaluations. Ensures that proper and adequate testing is performed. Evaluates test methodologies and instrumentation for quality, completeness and efficiency. Reviews test programs and documentation to ensure requirements, justifications, and budgetary considerations are met. Oversees test methodology investigations. Exercises program responsibility for formulation, development, preparation, presentation, and administration of test objectives, policies, programs, plans and projects. Directly supervises the performance of the daily mission of the Directorate. Serves as acting Director during absence of the Director, performing both civilian and military duties when such positions are vacant. Identifies requirements, plans for, organizes, and distributes authorized personnel resources. Prepares and presents justification for organization structure, manpower and personnel requirements. Assigns work to subordinates based on priorities, difficulty of assignments, and employee capabilities. Identifies developmental and training needs. Assists employees in improvement of performance. To qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Developing or overseeing test methodology and/or testing plans; 2) Applying or reviewing testing techniques and/or analyses of test data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13). Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the qualification requirement using specialized experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications Leadership Project Management Technical Competence Education Additional Information The NH-04 band is equal to the GS-14 step 01 through GS-15 step 10. This position is subject to the NH-04 Director/ Deputy equivalent control point of the ATEC Control Point Policy at $177,289 per year (Includes locality pay). Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
