U.S. Army Training and Doctrine Command Resource Management Director in Fort Sill, Oklahoma

Summary About the Position: This position will serve as Resource Management Director with G8, Fires Center of Excellence (FCoE) located at Fort Sill, Oklahoma. The incumbent of this position will be responsible for the stewardship and management direction for a two-star command Resource Management Program including all aspects of program and budget, manpower and equipment management, managerial accounting, contract management oversight, auditability and other management programs. Responsibilities Provides stewardship and direction of an integrated resource management program supporting a large, complex, multi-mission installation. Executive manager responsible for advising, briefing, justifying, and defending the Command’s resource strategy and status to the Commanding General, TRADOC, DA, Combined Arms Center and, Congressional Staffs regularly. Liaison with Mission and other installation activities, directorates, commands, tenant activities, satellite activities, TRADOC staff, senior leadership, various DA, Joint and DOD agencies. Exercises responsibility for continued development, coordination, and evaluation of an integrated resource management program that maintains balance and perspective between various components of a system of financial and general management. Through subordinate managers and supervisors’ assigns, directs, and evaluates work of the subordinate organizational elements. Performs supervisory and personnel management duties for the G8 staff. Manages all aspects of program and budget, planning, analysis and evaluation, manpower and equipment management, managerial accounting, contract management oversight, internal controls and other management programs for FCoE. Provides technical and managerial guidance on all matters relevant to the organizations’ resource management issues. Develops and implements short and long-range resource management strategic plans for the Senior Commander and supported activities for a complex institutional training base. Provides oversight for design, implementation and monitoring of the Army's various automated management information systems. Analyzes and reports key performance indicators using data analytics and evaluation of financial system business intelligence reports. Integrates and synchronizes resource management functions aligned to the Army program for individual training (ARPRINT). Leads financial management governance processes. Formulates and implements strategies to improve business performance and processes. Develops and presents fiscally sound and legal resourcing solutions. Programs and plans for future resource requirements. Synthesizes cost-benefit analyses for planned and unplanned changes to program. Integrates, validates and justifies, manpower and equipment requirements. Specialized Experience: One year of specialized experience which includes the following: 1) Applied a broad knowledge of a resource management program demonstrated through the performance of duties; 2) Provided executive and technical guidance of a resource management program including financial planning, cost estimating, accounting and finance, budgeting, progress and statistical reporting and analysis, fiscal law, financial management automation; 3) Initiated and/or developed plans and programs; 4) Applied common financial management methods and various budgets and cost functions involving formulation, justification, and/or execution for organizations, programs, or projects; 5) Provided executive and technical guidance on manpower/ equipment analysis and documentation for the development of TDAs; 6) Supervised and exercised control over subordinate personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14. You will be evaluated on the basis of your level of competency in the following areas: Financial Management Financial Management Systems Managing Human Resources Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
