U.S. Army Corps of Engineers Environmental Protection Specialist in Fort Shafter, Hawaii

Summary About the Position: This position serves as a National Policy Act (NEPA) Project Manager for the U.S. Army Corps of Engineers (USACE), Honolulu District, Environmental Programs Branch. The Branch consists of a multi-disciplinary group of professionals dedicated to project excellence. Our team executes multi-faceted environmental technical work, using both our in-house expertise and by contract. Responsibilities Provides management and oversight of implementation of the National Environmental Policy Act (NEPA) requirements for the US Army Corps of Engineers, Honolulu District. This includes providing guidance and direction on compliance with 32 Code of Federal Regulations (CFR) Part 651 Environmental Impact Analysis of Federal Actions in Hawaii. Implements and coordinates the preparation of interdisciplinary environmental impact analysis documentation including Environmental Impact Statements (EISs), Environmental Assessments (EAs), and Records Environmental Consideration (RECs). Provides technical expertise, advice, and assistance to USACE customers within the broad framework of Army, Federal, State, and local environmental laws and regulations. Establishes and ensures adherence to schedules and priorities; interprets technical policy, procedures and regulations and provides technical and administrative advice and assistance as required to resolve problems and maintain continuity of work. Knowledge and skill in planning, scheduling, and conducting environmental related projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of programs Knowledge of environmental protection program principles and procedures applicable to a variety of program and functional areas; (i.e., air, water, noise pollution; generation of toxic hazardous wastes; protection of archaeological and historical sites; protection of endangered or threatened species; etc.). Specialized Experience: One year of specialized experience which includes planning, implementing, and monitoring local environmental compliance programs and services, and preparing environmental documentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Environmental Assessment and Data Analysis Environmental Policy and Strategy Development Environmental Project and Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-?11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
