The Senior Contracts Manager will support the project from their current home location in conjunction with some business travel. In 2025, the candidate will relocate toFort Saskatchewan, Alberta, Canada.Specific timing to be worked out with the Leader and Project Manager.

This role will support efforts for the Path2Zero program, which will create the first net-zero emissions site of its kind in the world. The Senior Contacts Manager develops and executes contracting strategies and plans to ensure optimum costs, quality and schedule of a large project / program. Requires specialized depth and/or breadth of expertise in the discipline. Acts as a resource for colleagues with less experience.

In this role, you will require specialized, in-depth knowledge and advanced expertise in your discipline or functional area. You will need to analyze and identify internal and external business challenges and recommend best practices to improve products, processes, or services. You should be able to communicate difficult concepts to others and persuade others to adopt a different point of view.

It is your responsibility to be able to use sophisticated analytical thought and judgement to identify innovative solutions. You will need to be able to lead others to solve complex problems and potentially lead functional teams or projects with moderate resource requirements, risk, and/or complexity. Your performance impacts business direction through the development of new products or services.

The Senior Contracts Manager role leads the contracting and procurement activities from pre-award, post-award, and closeout of the EPC contracts, such as the RFI, SOI, RFP and the commercial and T/Cs evaluation including negotiation of the bids. Implementing Dow Strategic Sourcing Process (SSP) from Dow Position, Market Analysis, Supply Strategy, Engage Supply Market, Negotiate and Select, Plan and Execute, and Control. Showing demonstrated ability to redline contract documents, with an understanding of risk allocations, such as, indemnity, insurance, and warranties. Interfacing with project and legal teams to revise and amend contracts to address the project needs and uses judgment to interpret internal and external stakeholder needs to develop best practices guidance to project team. Successful individuals for this role rely upon extensive contract life cycle experience, interpersonal skills, and broad knowledge of construction to ensure contract execution in compliance with policies, procedures, and business strategy.

Responsibilities:

  • Leads the development and execution of the overall EPC contracting strategy and plans with the Project Team/Program Leadership.

  • Performs EPC market analyses and contractor evaluations to determine contractor capabilities for participating in new contracts.

  • Assesses and selects all contractors through the issuance of Requests for Information (RFI) and Requests for Quote (RFQ) related to a specific EPC contract.

  • Identifies and approves EPC evaluation criteria to evaluate a potential contractor list.

  • Leverages Supplier Management.

  • Analyzes and validates contractors’ bids.

  • Negotiates EPC contracts and ensures compliance with Owner’s requirements.

  • Manages the development, execution and implementation of the commercial elements of the EPC contract to ensure compliance.

  • Facilitates Contractor/Owner dispute resolutions and support claim negotiations.

  • Supports functional work processes and procedures development.

  • Develops contracting guidelines for FEED and EPC stage.

  • Develops approval processes and guidelines.

  • Develops clear contracting evaluation criteria and selection process to ensure contractors are selected for successful project implementation and sustainability.

  • Develops and follows agreed-upon Contractor communication guidelines.

  • Identifies high-value opportunities and creates value through effective evaluations and negotiations.

  • Closes the deal and makes decisions under pressure to minimize cost and maintain schedule while meeting all technical requirements.

  • Provides appropriate and timely communication to the project/program leadership.

  • Manages the interfaces between various forms of a contract and the equipment requirements for a project.

  • Participates in contract risk assessment and mitigation reviews with the project team.

  • Maintains and nurtures an effective relationship with the EPC contractor and the Joint Venture partners.

  • Represents and promotes Dow core values with contractors and JV partners

  • Monitors the market place influences and re-evaluates and/or modifies the contracting strategies to meet new market conditions and challenges.

  • Seeks and/or develops new contracting methodologies / contract templates to generate additional value for Dow.

  • Leads critical interventions in Supplier Relationship Management.

  • Coaches project team through critical interventions.

  • Applies Total Cost of Ownership (TCO) concepts that include analysis for Export Credit Agencies (ECA), leases, and bank financing to determine the most favorable opportunities.

  • Develops and executes contracting strategies and plans independently to ensure optimum costs, quality and schedule of a large project / program.

  • Serves as the primary interface between Purchasing and the Project Team / Program Leadership.

  • Performs market analysis, contractor selection and process award, contract management and administration, resourcing strategy, and claims negotiations for capital projects / programs.

  • Works with stakeholder in highly complex markets where Purchasing strategy impacts the client's strategy to influence and differentiate their competitive advantage.

  • Requires specialized depth and/or breadth of expertise in own job discipline or field.

  • Leads others to solve complex or unique problems.

  • Works independently, with guidance in only the most complex situations.

  • May lead functional teams or projects.

Qualifications:

  • A minimum of a bachelor’s degree or relevant military experience at or above a U.S. E6 or Canadian Petty Officer 2nd Class or Sergeant ranking. An advanced degree or a degree discipline in Engineering is preferred.

  • A minimum 7 years of relevant procurement/labor contracting experience.

  • A minimum requirement for this position is the ability to work legally in the country in which you're currently working. No visa sponsorship/support is available for the initial part of this role. In 2025, when relocation to Canada is needed, visa sponsorship/support will be provided.

Additional Notes:

  • International or Domestic relocation assistance is available for the second half of this role and may be provided based on eligibility.

  • It is expected that the candidate will begin the assignment at their current home location. At a later date, the candidate will relocate to Fort Saskatchewan (AB, CAN) to support the Path2Zero program. This plan and timing are subject to change based on the program.
