Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Serves as Supervisory Program Analyst Branch Chief for the Program Integration Branch within the Program and Budget Division (PBD). Responsibilities Sets priorities and establishes schedules for work completion. Provides insight and guidance on leadership decisions, Defense Planning Guidance and the National Military Strategy. Conceives, articulates, and oversees analytical studies relating to issues involving program alternatives that will be used by the leadership in setting the future course of the Command. Maintains liaison with OSD, the Joint Staff, Secretariat level, other U.S. Cyber Command staff elements. Provides insight and guidance on leadership decisions, Defense Planning Guidance and the National Military Strategy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: 1) Prioritizing and establishing schedules for completion of work; 2) Planning and developing analyses, briefings, and coordinating internal/external review of programs and budgets; 3) Maintaining relationships with other organizations, staff elements, and commands to ensure adequate support; 4) Utilizing Planning, Programming, Budgeting and Execution (PPBE) systems within DoD organizations to meet operational requirements. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. Direct Deposit of Pay is required. Must be able to obtain and maintain a TOP SECRET/ SCI security clearance with counterintelligence polygraph. SUPERVISORY - As a supervisor, you must comply with the Army Civilian Education System (CES) course and timeline requirements. The Supervisory Development Course (SDC) must be completed within one year of placement into a supervisory position and then completed as a refresher course every three years. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing, as required, prior to appointment, reassignment or transfer and periodically thereafter.
