METIS Solutions Mid-Level Knowledge Manager (CONTINGENT) in Fort Meade, Maryland

METIS is a Small Business providing training and education, intelligence analysis, and program management services to U.S. government and commercial clients around the globe. Our Senior Leaders, Subject Matter Experts, and Operational Specialists have direct, on-the-ground expertise in planning and executing the most critical missions our country and business sectors have faced ? with current operations ongoing in the Middle East, South Asia, Afghanistan, Europe, and Africa.

Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. TS/SCI clearance is required. Must be willing and able to obtain a CI Polygraph.

Responsibilities:

  • Shall provide recommendations for the development of Knowledge Management (KM) systems by designing and implementing SharePoint process improvement solutions

  • Shall produce for Government review and approval, a KM standard operating procedure (SOP) in accordance with (IAW) Army FM 6-01.1, which shall guide KM efforts within the organization and assist implementing the KM structure, practices, and governance model into place

  • Shall provide position papers containing analysis that provide assessments regarding the effectiveness of current organizational standard operating procedures (SOPs) and processes as discussed during the KM Working Group (KMWG)

  • Shall facilitate the KMWG using a variety of techniques and tools to enable that collaboration to occur, push out information received to individuals or to the entire working group, and pull information from the working group that they know members need

  • Shall publish minutes to the SharePoint KM portal site and in email to designated Government personnel from the KMWG and provide recommendations for the follow-on KMWG

  • Shall provide surveys, interviews, and the results of each that enable methods of sharing knowledge both within and outside of the organization, as well as vertically and laterally

  • Shall participate in meetings to ensure requirements and design concepts are accomplished through the creation of governance and maintenance plans, custom workflows and site themes, SharePoint content management with Microsoft Office applications and the transfer of content from shared drives and other repositories to SharePoint

  • Shall implement the KM practice by leveraging SharePoint as enabling technology, where applicable

  • Shall provide formats and recommendations in the management and use of SharePoint from any prioritized KMWG recommendations, which facilitate knowledge sharing within the organization

  • Shall provide status updates to the client, including actual versus planned task progress made, schedule status, surveys/interviews conducted, meetings attended, issues, and recommendations. These status updates shall identify planned versus actual tasks completed within the previous week

  • Shall provide counterintelligence (CI) operations, trends, and strategic communications support, which involves the review of operations files, exchange of analyses, conduct of operational data queries, collating and organizing the data of operational activity to include dossiers on over 1,500 operations, articulate operational leads, gaps, vulnerabilities, and trends:

  • Knowledge Management SOPs and/or tactics, techniques and procedures (TTPs)

  • Knowledge Management Position Papers

  • Knowledge Management Working Group

  • Surveys/ Interviews

  • SharePoint

  • Weekly Status Reports

Requirements:

  • ACTIVE TS/SCI clearance required. Must be willing and able to obtain a CI Polygraph

  • Bachelor?s degree in an area related to the specific labor category from a college or university accredited by an agency recognized by the U.S. Department of Education

  • 8 years of experience conducting knowledge management with at least a portion of the experience within the last 2 years

  • Must be able to perform duties independently and be able to fully understand all aspects of the position and requirements

  • Must be able to manage and mentor junior staff

  • Must have Security Plus certification, and have completed a Site Collection Administration training course equivalent to Microsoft MS55033
