Job Description

The Research Development and Acquisition (RDA) CI Analyst within the C5ISR team at HII Mission Technologies, supporting missions at Fort Meade, MD, plays a crucial role in supporting the Department of Defense. This position will support the Department of Defense by providing critical analysis and insights into the research, development, and acquisition processes for various defense capabilities. This role involves evaluating current and emerging technologies, assessing program performance, and recommending improvements to ensure the effective and efficient delivery of defense solutions. The ideal candidate will have a strong background in defense acquisition, analytical skills, and a thorough understanding of DoD research and development processes.

Essential Job Responsibilities

Develops long-range objectives and strategic plans for corporation or major division by identifying internal and external strategic issues that could affect growth and profitability. Scans environment for business opportunities, maintains surveillance over market, and may perform financial analysis of acquisition processes. Develops and monitors profitability, productivity, and growth targets. May prepare acquisition proposals, recommend financial and nonfinancial strategic objectives and alternatives, and implement and maintain strategic and operational plans. Plans and coordinates business reviews, resource allocations, organization structures, and financial analysis.

  • Conduct comprehensive analysis of research, development, and acquisition programs to identify strengths, weaknesses, opportunities, and threats.

  • Develop detailed reports, briefings, and presentations to communicate findings and recommendations to senior leadership and stakeholders.

  • Evaluate current and emerging technologies to assess their potential impact on defense capabilities and acquisition strategies.

  • Collaborate with cross-functional teams, including engineers, scientists, and program managers, to gather and validate information.

  • Support the planning and execution of research and development initiatives, ensuring alignment with DoD strategic goals and objectives.

  • Monitor and evaluate program performance, providing recommendations for improvements and corrective actions as needed.

  • Assist in the development of policy recommendations and strategic plans to enhance the effectiveness of RDA processes.

  • Provide subject matter expertise on research, development, and acquisition to various internal and external stakeholders.

  • Ensure compliance with all relevant regulations, policies, and procedures in the conduct of research and analysis activities.

Minimum Qualifications

10 years relevant experience with Bachelors in related field (e.g., Engineering, Science, Business Administration, or a related discipline); 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.

  • 10 years of experience in defense acquisition, research and development, or a related field.

  • Strong understanding of DoD acquisition processes, regulations, and best practices.

  • Proficiency in using analytical tools and software (e.g., MS Office, statistical analysis software).

  • Excellent written and verbal communication skills, with the ability to present complex information clearly and concisely.

  • Strong problem-solving skills and the ability to think critically and strategically.

  • Demonstrated ability to work independently and collaboratively in a fast-paced, dynamic environment.

  • Active TS/SCI security Clearance required; must be willing to submit to CI Polygraph exam.

Preferred Requirements

  • TS/SCI with CI Poly (current & active)

  • Experience working directly with military personnel and understanding of military culture.

  • Knowledge of DoD research and development policies, procedures, and organizational structure.

  • Familiarity with emerging technologies and their potential applications in defense operations.

  • Relevant certifications (e.g., DAWIA, PMP).

  • Experience with project management and the ability to manage multiple tasks and priorities effectively.

Physical Requirements

  • This position may require occasional travel to various DoD locations and facilities.

  • Ability to work in a secure, classified environment as needed.
