Summary his position is located at the Veterans Administration (VA), Ft. Harrison, MT, VA Medical Center. The position serves as the Congressional Liaison at the VAMC, and reports to the Chief of Stakeholder and Community Relations. The incumbent serves as the central reception, dissemination, coordination, and monitor point for all correspondence and tasks from internal and external stakeholders. Responsibilities Major duties of this position include, but are not limited to: Serves as the central reception, dissemination, coordination, and monitor point for all correspondence and tasks from internal and external stakeholders. Correspondence and tasks may come from any number of sources including, but not limited to: White House, Congressional Offices/Staffers, Office of Inspector General, Veteran Affairs Central Office, Veteran Service Officers, Veteran patients, and internal sources. Assists in the planning and coordination of major Montana VHA events to include: Congressional visits, Secretary of Veteran Affairs visits, Veterans Health Care Administration Office visits, Veterans Integrated Service Network visits, Montana Veteran Affairs Heath Care System Clinic Grand Opening events, Groundbreaking events, etc. Ensure timely completion and submission of reports and inquiries by establishing and assigning suspense tasks to responsible service(s), program manager(s) or subject matter expert. All contacts received are entered into the Patient Advocate Tracking System (PATS) Responsible for establishing and maintaining effective relationships with Congressional offices, Veterans Service Officers, and other community stakeholder groups, and the Helena metro area Responds to inquiries and administrative problems brought to the Director by Veterans, members of the staff, Veteran Affairs Central Office,, State and local governments, other Federal Agencies, and Congressional staff. Collaborates with the Department of Defense in the development of joint procedures, systems, and business analyses and initiatives. Represents the Director, Ft. Harrison VA Medical Center at Montana Veteran Affairs Health Care System functions and on committees. Highly knowledgeable of Medicare payment policies, including diagnosis related payment groups, cost sharing, area prevailing rates, fiscal intermediary policies, and billing requirements. Serves as the in-house authority and maintains a thorough working knowledge of current Veteran Affairs and uniformed services health benefits programs, philosophies, initiatives, and trends Conducts research, analyzes statistics, formulates policy, prepares written documentation, and presents seminars and audiovisual presentations regarding sharing agreements. Participates in both long and short-range planning by coordinating the administrative needs of various healthcare segments within the Medical Center. Actively participates in appropriate management committees; conducts special projects and analysis involving specific problems, coordinates activities for special projects, and analyzes the impact or implications of events, proposals or directives on Medical Center mission. Carries out specific studies and projects that assist the Medical Center to readily focus on agency level, program-level and managerial issues and decisions. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/21/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Individual Occupational Requirement: The Health System Administration Series, 0671 has a minimum qualification entry requirement. See below for the minimum qualification entry requirements: Undergraduate and Graduate Education with a Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. And Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of healthcare administration, for the performance of agreement management, cost benefit analysis and other analytical and evaluative functions. Knowledge of healthcare management principles and techniques to recognize the need for improvements and make recommendations regarding a variety of resource management problems. Knowledge of laws, regulations, polices, and standards as it relates to resource sharing principles and implementation skills necessary to independently and effectively conduct analyses that monitors and evaluates the VA sharing agreements and cost analysis. Skill in preparing project papers and staff reports and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Skill in the use of a variety of desktop publishing and other software programs in order to provide necessary reports and briefings. Ability to communicate verbally and in writing with a variety of people from different backgrounds and different levels of understanding. This may include clerical, technical, administrative and professional (medical and non-medical) staff at all levels in the agency. Physical Requirements: The incumbent's work is generally carried out in an office setting in the Director's Suite at the Ft. Harrison Medical Center. On a daily basis, the incumbent travels with the medical center to attend meetings and to observe patient care and activities. Occasionally, the incumbent may be required to travel to VAMC outpatient clinics, VISN 19 Network Office, other VISN 19 and VHA facility and Malstrom AFB. The work is primarily sedentary, although some slight physical effort may be required, such as walking through the entire facility or carrying folders or manuals up to 5 lbs.
