Description of Work Unit

CEMML is a research, education and service unit within the Warner College of Natural Resources at CSU . CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. The USAG -HI CRMP is part of the Environmental Division, and is comprised of two geographically separated sections: one at Schofield Barracks on the Island of O‘ahu and one at PTA on the Island of Hawai‘i. The goal of the CRMP is to develop and implement policies and procedures to protect against encumbrances to mission by effectively managing cultural resources at multiple USAG -HI installations in the State of Hawai‘i. The USAG -HI CRMP provides environmental stewardship while supporting readiness. The CRMP supports the Army’s military mission while keeping the garrison in compliance with historic preservation laws and regulations and reducing impacts on cultural heritage from training and other activities. The CRMP includes Department of the Army Civilian employees and CEMML Cooperative Agreement support staff. It manages more than 1,300 Traditional Hawaiian and historic archaeological sites including stacked rock structures, stone markers, shrines, habitation and agricultural sites, caves and rock shelters, irrigation systems, burials, petroglyphs, pictographs, trails, historic buildings and structures, as well as sites, Historic Districts and Landmarks listed on the National Register of Historic Places. The CRMP also curates and manages archaeological collections, material remains and archival material and records.

This position functions as part of CEMML’s team providing critical support for all aspects of cultural resources management conducted by USAG -HI Cultural Resources Section Offices on O‘ahu and Hawai‘i Islands in accordance with the missions of the DoD and the Cooperative Ecosystems Studies Unit ( CESU ) Cooperative Agreement through implementation of cultural resources program requirements identified by the USAG -HI Cultural Resources Program Manager.

USAG -HI provides installation management service and support for Army and civilian personnel at PTA along with Kilauea Military Camp and Kawaihae Harbor on Hawai‘i Island. PTA is located in the Saddle region on the island of Hawai‘i between Mauna Loa, Mauna Kea, and the Hualalai Volcanic Mountains. It extends up the lower slopes of Mauna Kea to approximately 6,800 feet in elevation and to about 9,000 feet on Mauna Loa. The training area is about midway between Hilo (pop. 50,000), on the eastern coast and Kawaihae Harbor on the western coast with approximately 50 minute commute times. PTA is the largest DoD installation in Hawaii and considered a remote assignment.

Position Summary

An Archaeological Collections Manager position is available with the Center for Environmental Management of Military Lands ( CEMML ) at Colorado State University ( CSU ) to provide on-site program support for the U.S. Army Garrison, Hawaii ( USAG -HI) Cultural Resources Management Program ( CRMP ) at Pōhakuloa Training Area ( PTA ) on the Island of Hawai‘i. This position will be duty-stationed at PTA on the Island of Hawai‘i. Position is intended to be primarily collections management for the PTA Program with cross-over archaeologist plan/report writing and field support. Position is roughly 60% Collections Management, 25% Archaeological support, 15% other duties as assigned. Relocation allowance is available.

The Archaeological Collections Manager is responsible for assisting the CRMP to meet the standards identified in 36 CFR §79 Curation of Federally owned or Administered Archaeological Collections, Army Regulation 200-1, Environmental Protection and Enhancement, Department of Defense Instruction 4715.16 for Cultural Resources Management, and Army Regulation 25-400-2, The Army Records Information Management System. The Archaeological Collections Manager at PTA will coordinate with the Curator/Archivist on O‘ahu regarding management, storage and use of collections to ensure program consistency in accordance with Federal regulations, Garrison policy, and direction from the USAG -HI Cultural Resources Program Manager. The collection at PTA currently houses over 332 cubic feet of archaeological collections including artifacts, objects, flotation samples, and soil samples from archaeological investigations spanning pre-Contact and Historic periods. The collection also contains over 110 linear feet of associated records and materials including archival quality reports, thousands of paper records, field notes, maps, and prints and digital photographs (and negatives). Additionally, the Archaeological Collections Manager will assist with organizing and managing the active contract documents, in-house projects and the reference library of project reports and reference publications.

The PTA Archaeological Collections Manager collaborates and implements short and long-range collection programs and protocols, and provides direct support for management of documents and material owned or administered by USAG -HI. This position provides material preservation guidance and support to the CRMP to accomplish appropriate cataloguing backlogged collections, field collection, transmittal, processing, storage, monitoring and care of cultural and historic material, identify and coordinate conservation needs, coordinate and track loans and displays. The Archaeological Collections Manager shall assist staff in accessing collections, and evaluating and implementing use and study of collections. Also responsible for compiling data about the collection, conducts inventories of collections and is responsible for coordinating procurement and maintenance of curation supplies. The Archaeological Collections Manager will also contribute pertinent collections management input to revisions and updates to the Integrated Resources Management Plan ( ICRMP ), the Collection Management Policies and Procedures, and contracted scopes of work or performance work statements.

Other duties include cleaning, analyzing, inventorying, accessioning/deaccessioning, photographing, cataloging and labeling of archaeological and historical collections; rehousing of collections to meet the standards identified in 36 CFR §79; maintenance and oversight of artifact, material remains and associated records inventory in a collection management software, or Access database operable on the Army computer network to include new and existing collections, as well as site data information; maintaining the curation facility; and maintaining archival records, including photographs, maps, field notes, in-house project files, contracted project files and deliverables, and other related documents. The work will be primarily conducted in an office setting involving the management and maintenance of the curation storage facility to conform to Federal curation regulations at 36 CFR §79. This position is also responsible for inventory and organization of project files, associated records, contract materials, and the program library materials and databases in accordance with the Administrative Records Act. The main curation facility at PTA is a 40’ x 8’ x 9.5’ uninsulated connex container with electricity, HVAC & a fire suppression system. Associated records, library and small exhibit displays are in the nearby Program’s office building.

The Archaeological Collections Manager will also coordinate consistent field collection policies and work plan methodologies; and contribute to reports pertaining to collections and artifact analysis and synthesis and assist with archaeological fieldwork, including field inspections, survey, site condition assessments, and other field tasks as needed.

The Archaeological Collections Manager will work closely, and in collaboration with, the CEMML Cultural Resources Project Director (Supervisor) and the Army CRMP staff. The Archaeological Collections Manager primarily works independently to accomplish collection management projects, and thus must be highly organized with strong attention to detail. Must be able to communicate and interact with internal/external staff, Army officials, Soldiers, and the public in a personable and professional manner.

This position may also be required to participate in the National Historic Preservation Act ( NHPA ) and the Native American Graves Protection and Repatriation Act ( NAGPRA ) processes and assist in consultation with Native Hawaiian Organizations and other interested parties. Preparation of displays and materials and participation in Army related and public outreach presentations may also be required.

This position is fully in-person (no remote work potential).

Required Job Qualifications

  • BS/BA degree in Museum Studies, Library Information Science, Anthropology/Archaeology, History, Historic Preservation or related field.

  • Minimum of two (2) years of professional experience working with collections, artifacts, and/or archaeological laboratory.

  • Demonstrated experience with collections preservation principles and techniques; archaeological laboratory methods and procedures; storage techniques and protection practices; as well as documentation procedures, including accession, catalog, and other recordkeeping.

  • Demonstrated ability to prioritize tasks and maintain an organized approach to work, with limited supervision.

  • Thorough knowledge of federal (36 CFR §79) curation standards.

  • Working knowledge of environmental and pest monitoring principles and techniques with ability to develop environmental/monitoring plans.

  • Proficiency with Microsoft Office applications, especially databases.

  • Demonstrated ability to present written correspondence, reports, and recommendations in a clear and concise manner.

  • Experience working in a highly structured work environment with established lines of authority, procedures, and protocols.

  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.

Preferred Job Qualifications

  • MS/MA degree in Museum Studies, Library Information Science, Anthropology/Archaeology, History, Historic Preservation, or related field.

  • Highly qualified candidate will possess greater than two (2) years of professional work experience, which includes responsibility for collections preservation, storage, accessioning, cataloging, inventory and other collections accountability principals and techniques, and other recordkeeping duties.

  • Working knowledge of Access databases or other curation management software.

  • Working knowledge of American Alliance of Museum standards, guidelines, and procedures for collections management.

  • Knowledge of Hawaiian and/or Pacific Islands archaeology and cultural history is highly desirable.

  • Experience recognizing the interrelationships of resource management disciplines, such as museum services, archaeology, building preservation, ethnography, etc. is highly desirable

  • Attention to detail, including an aptitude for recognizing inconsistencies.

  • Experience training staff in collections management, standards, and procedures is preferred.

  • Experience developing educational and public outreach materials and presentations a plus.

  • Experience in the manipulation and restoration of digital images is desirable.

  • Demonstrated knowledge of methods and issues in archaeology and historic architecture is preferred.
