About the Position: This position is located with the U.S. Army Sustainment Command, 407th Army Field Support Battalion located at Fort Bliss, Texas. This is a term appointment NTE 13 months. Responsibilities Processes, reviews, and signs Bill of Ladings, Shippers Declaration for Dangerous Goods, and other shipping papers. Researches and provides requirements for special permits, customs forms, security monitoring, escorts, etc. based on mission needs. Reviews standard operating procedures, policies, and command guidance to determine adequacy and recommend changes. Processes payment for all shipping bills to include fleet bill, fuel bill, and non-fuel bill. Collaborates with researchers and engineers on planning projects to ensure mutual understanding and interpretation of concept, mission, objectives, regulatory rules, and the extent of support required. Monitors shipments to destination. Assist customers in the preparation of the annual operating budget for the vehicle fleet. In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes: (1) Coordinating schedules for shipping and fleet operations such as movement of packages, freight and/or hazmat items (2) Identifying and or/ resolving transportation problems in compliance with policies and practices, (3) Providing fleet related guidance to customers and contractors, and 4) Analyzing and developing standard operating procedures and recommend operational changes. -OR- Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer Service (Clerical/Technical) Problem Solving Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
