U.S. Army Medical Command Legislative Analyst in Falls Church, Virginia

Summary About the Position: Works in Congressional Affairs Contact Office, supporting the Director by establishing priorities and providing guidance on assignments. Identifies issues, researches regulatory and statutory implications, and advises senior Army Medicine officials on various critical matters including the Military Health System (MHS) Governance, Wounded Warriors, Health Readiness programs, Health Policy, Medical Research, Medical Training, Dental, Veterinary, and other designated issues. Responsibilities Submission of new legislative proposals for inclusion in the annual DoD legislative program. Defend the command equities and continuous transformation in the Military Health System. Respond to informal queries, formal statements, and support development and analysis of testimony. Identify major issues and develop explanations to defend command programs before the Armed Services Committees of the Congress. Develop the Army Medicine positions on new legislative proposals initiated by DoD, Military Departments, and other Government agencies. Defend Wounded Warrior, Medical Research, Medical Training, Dental, and Veterinary programs to the Senate and House Armed Services Committees. Specialized Experience: One year of specialized experience which includes responds to informal queries, develop new legislative proposals, prepare answers to questions for the record and insert for the record, edits hearing transcripts, defend medical command equities continuous transformation in the Military Health System, Wounded Warrior, Medical Research, Medical Training, Dental, and Veterinary programs to the Senate and House Armed Services Committees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Management Tools Policy and Compliance Program Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
