Job Description

Huntington Ingalls Industries – Mission Technologies Corp. (HII-MTC) is currently seeking an experienced Senior Program Manager for a single award ID/IQ type contract providing support to NavalX within the Live, Virtual, Constructive Solutions Group. This contract is intended to provide personnel and technical support for research, analysis, engineering, prototyping, and assessments for the United States (U.S) Navy to identify, develop, test, and transition modern digital tools into the U.S. Navy acquisition enterprise.

The PM will direct the overall program and individual project leads. The work involves interfacing with multiple customers and developing and managing plans across subcontractors. The PM will be responsible for the cost, schedule, and technical performance of the program. The PM will be supported by a full-service Program Management Office as well as an operational and technical team of key personnel. This is a 5-year program that will exceed $600M.

Essential Job Responsibilities

• Provide management and oversight of all activities and serve as the primary interface and Point of Contact (POC) with the Requiring Activity (RA) and Contracting Officer’s Representative (COR).

• Manage and overseeing the activities of all contractor personnel as well as subcontractor and teaming partners. Provide direction, administration, quality assurance, and leadership execution of the contract.

• Establish milestones, identify, and manage program risks, and monitor adherence to master plans and schedules. Responsible for the profit and loss of this large, complex program including cost, schedule, technical performance.

• Effectively and efficiently support the missions of NavalX and its customers including the U.S. Army, U.S. Navy, Naval Sea Systems Command, Naval Air Systems Command U.S. Marine Corps, U.S. Air Force, U.S. Space Force, and Department of Homeland Defense Agencies such as Customs and Border Patrol and U.S. Coast Guard.

• Promote collaboration and integration across the program team to drive efficiencies in the advancement and deployment of emerging technologies to enhance operational capabilities across various domains and mature. Lead integrated, innovative solutions that seamlessly transition advanced technologies into established Programs of Record (PORs).

Minimum Qualifications

• 8 years relevant progressive experience with Bachelor’s in related field; 6 years relevant progressive experience with Master’s in related field

• Recent experience (within the last five years) supporting and connecting initiatives across the Department of Defense (DoD) with innovators and emerging technologies.

• Experience leading large, complex Research, Development, Test, and Evaluation (RDT&E) programs to include planning, execution, and financial management.

• Possess a current Project Management Institute (PMI) Project Management Professional (PMP), Program Management Professional (PgMP), or similar industry-recognized Program Management certification

• Possess a Top-Secret clearance with SCI eligibility.

• Must be a U.S. Citizen.

Preferred Requirements

• Experience managing programs >$300M annually.

• Rapid Prototyping and Warfighting experiments and exercise experience.

• Experience with decision analysis methods and tools.

• Experience and working knowledge of NavalX, Small Business Innovation Research (SBIR), Tech Bridges, or Tech Transfer
