Fairfax County's Wastewater Collection Division (WCD) is recruiting a highly motivated Asset Management Specialist within its Asset Management Group. WCD manages and operates Fairfax County's wastewater collection system, consisting of nearly 3,400 miles of pipe, over 100,000 associated structures, 57 metering sites, and 63 pumping stations.

Under the general supervision of the asset manager:

  • Provide wastewater collection project and maintenance support, perform project management and contract negotiation / administration for inspection, maintenance, and repair of critical and complex wastewater collection infrastructure, including gravity sewers, manholes, pumping stations, etc.

  • Manage projects to collect sewer asset condition data, maintain asset inventory, and other related wastewater facilities information.

  • Lead asset risk assessment and modeling to help create programs/projects for planning and maintenance functions.

  • Manage projects to help maintain operational and maintenance data that will be used for data visualization tools and project decision making.

  • Create reports for internal and external use.

  • Manage regulatory compliance reviews, assessment and reporting for sanitary sewer overflows, basement backups and related events.

  • Obtain all necessary permits required to perform the section's functions.

  • Prepare and coordinate project budgets and schedules for section activities.

  • Coordinate projects activities with various groups including County agencies, public agencies, and residents.

  • Prepare and conducts meetings, presentations to stakeholders to educate and gain their support. In addition to performing for Asset Management , the successful candidate will take a leadership role in managing metrics and Key Performance Indicators (KPI's) that are essential to data informed decision making.

  • This position will offer the successful candidate an opportunity to not only play a key role in the life cycle of a project but also the life cycle of WCD's assets as an owner of the utility. In addition, this position resides within a branch of WCD that offers Engineering and Asset Management support for the operation of a large collection system, which affords the successful candidate the ability to broaden skillset and gain a greater understanding for asset management, capital planning, O&M, and overall management of a utility system.

Note: Wastewater Management positions are responsible for providing uninterrupted sewer service to residents during extreme inclement weather or other emergencies. This position is designated as emergency service and is subject to 24-hour on-call and may be required to report to work during extreme inclement weather or other emergencies, including after-hours and weekend work during emergency incidents to fulfill emergency service duties.

Employment Standards

MINIMUM QUALIFICATIONS:

(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”) Graduation from a four-year college or university with a bachelor's degree in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management or related; plus five years of experience in the management of large and complex construction or maintenance projects to include two years managing multi-disciplinary teams with multiple contractors.

CERTIFICATES AND LICENSES REQUIRED:

  • A valid driver's license.

  • NASSCO MACP, NASSCO PACP, NASSCO ITCP within 1 (one) year of hire.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check, a pre-employment physical examination, and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Five (5) years of relevant experience in wastewater infrastructure

  • Extensive experience performing in Renewal/rehabilitation of wastewater assets and ability to manage QA/QC data from project activities.

  • Intermediate experience using GIS, CMMS (Computerize Maintenance Management System), Condition Assessment and Asset Modeling Programs.

  • Three (3) years of experience in contract management of complex wastewater infrastructure projects. This includes experience in quality control, inspections/condition assessment, and specification development.

PHYSICAL REQUIREMENTS:

Ability to input, access, and retrieve information from a computer. Ability to work in hot and cold temperatures. Must be able to operate a motor vehicle. Visual acuity to review detailed drawings, plans and documents. Work is generally sedentary; however, employee needs to be able to perform field work, including driving to sites and navigating terrain. All duties performed with or without reasonable accommodations.
