A large and complex park system encompassing over 24,000 acres of parkland, 427 parks and an estimated 18 million park users per year.
The Park Operations Division is responsible for the maintenance, management, service, support, and upkeep of over 400 parks for millions of park users, and includes the care of athletic fields, playgrounds, parking lots, trails, courts, facilities, and other infrastructure. The Branch Manager for the Facilities, Vehicles and Equipment Branch plans, manages, and directs the operations of a major component characterized by a wide diversity in scope conducted county wide at multiple sites/locations across the agency, as well as serves as a member of the Park Operations Division Senior Management Team. This position directs the overall management of multiple operations and various scopes including; Building and Infrastructure Maintenance and Renovations, Equipment Operations and Maintenance, and Vehicle Fleet Management sections. Developing and implementing a comprehensive maintenance program is critical for lifecycle management of the over 750 agency buildings/structures, 510 pieces of amusement, grounds and maintenance equipment, and vehicle fleet of 200 vehicles and trucks required throughout 420 parks. The vision is to accomplish Total Cost of Ownership (TCO) and successful lifecycle planning for all agency assets and requires this position to develop long-range goals and workplans for multiple sections, implementing the increased use of technology using mobile asset management systems and increased fleet management tools to accomplish operational efficiencies and financial planning. This position plans and directs staff in the overall operations, management, services, maintenance and personnel of the Facilities, Vehicle and Equipment Branch. Responsibilities include personnel management of various specialized operations with different certifications and requirements. This position develops and manages operating, capital equipment and improvement budgets for multiple sections of the operation, with a total annual budget of $5M and asset value in the hundreds of millions. This position manages the maintenance program for revenue generating facilities and amusement equipment totaling over $48M in revenue.
The current operational structure of the Facilities and Equipment Branch that this position manages, has two Facilities Support Managers that oversee the facilities maintenance for nine Recreation Centers with a preventative maintenance team of nine facilities maintenance staff; and the multi- trades staff and operations for all other FCPA facilities and infrastructure. This position oversees Vehicle & Equipment Technicians and Fleet Manager operations, as well as Project Manager staff that manage facility and park renewal maintenance projects. Total staff supporting Facilities, Equipment and Vehicle Fleet Management is just over 30 staff members.
The Park Authority is seeking an experienced manager who is innovative, a strong leader, collaborative, and a problem-solver. The development and implementation of the branch's operational and business plans will be handled by this position. Other major responsibilities include long-range planning, operational objectives, expenditure goals, development of facility standards, safety, and tracking operational effectiveness. This position works closely with other divisions on capital projects and overall facility maintenance, and should have extensive experience in assessing, inspecting, and documenting facility maintenance and renovations related items. This position will require strong skills in writing, public speaking, and communication that will serve a diverse audience and staff. It oversees a large workforce of both merit and seasonal staff. Therefore, an experienced leader who can oversee, train, and support a high functioning staff in all the assigned areas will be essential for the position.
This position will primarily report to 12055 Government Center Parkway, Fairfax, Virginia, however, the duties of this position requires regular travel to parks and maintenance facilities under its management.

Plans and directs the operations and activities of a number of sites which offer a wide variety of activities and programs;
Develops long-range goals and strategic plans;
Prepares annual operating objectives and monitors progress toward these objectives;
Analyzes prior years’ expenditures and revenues and compiles, reviews and submits the operating budget;
Reviews and prioritizes capital improvement budgets and estimates the costs of new and/or renovated facilities;
Serves as a member of the division senior management team which includes participating in the formulation of policy and advising on decision-making at the division level;
Develops management indicators for budget development and evaluation of organizational performance;
Analyzes programs’ use patterns and performance compared to goals, reports the results and recommends improvements;
Identifies operational deficiencies and projects operational requirements for new and expanded facilities;
Reviews and approves policies and procedures and implements or recommends changes as appropriate;
Evaluates suggestions for new programs and for improvements to existing programs;
Supervises and counsels subordinate personnel and provides for training and career
development;
Establishes performance standards and evaluates the performance of subordinate personnel.

Employment Standards
MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a degree in recreation and park management or other closely related field; Plus, five years of progressively responsible experience in park-related work, including responsible administrative/managerial experience, preferably in the applicable functional area.
PREFERRED QUALIFICATIONS:
Four years of experience in overall operation and maintenance of a group of regional parks, with responsibility for supervising and managing multiple crew operations.
Demonstrates effective team management and leadership skills.
Demonstrates effective customer skills working with diverse community organizations.
Three years of experience in the use of a personal computer and various software applications to prepare written communication and memoranda, and to utilize maintenance management applications.
Previous supervision experience of tradesmen and/or maintenance staff.
Experience using asset management software.
Experience developing contracts for maintenance services.
Experience in county government purchasing of capital equipment and other goods.
Five years of experience in park planning.
Experience managing annual operating budgets over $3M to include staffing and operations costs for multiple operations.
Athletic fields, courts and playgrounds management experience.
Familiarity with the scheduling needs and general procedures for athletic field use.
Experience with management of maintenance with trails and park grounds.

PHYSICAL REQUIREMENTS :
