The Facilities and Operations Manager for the Department of Iron Range Resources & Rehabilitation oversees the management of all the agency’s properties and facilities, owned, occupied and leased at locations in Eveleth-Headquarters, Biwabik-Giants Ridge, Chisholm-Mineland Reclamation and Minnesota Discovery Center. The incumbent directs long-term plans, goals and strategies for site management, new construction and development, asset management planning, maintenance and repairs of real property and assets consistent with the agency’s mission and objectives.

  • The position oversees the use of state property in Biwabik and Chisholm under the custodial care of management contractors and acts as liaison between the agency and the contractors to ensure that obligations are met and that property improvements are aligned with facility goals and agency long-range plans.

  • The incumbent exercises project area development authority and develops real property interests that foster economic development and tourism at Giants Ridge and Minnesota Discovery Center.

  • Duties include supervising employees and departmental performance in facilities and building management, information technology, administrative support, front desk customer service and meeting support.

  • The manager also provides leadership to the facilities and operations departments on initiatives that contribute to the agency’s strategic plan and the Governor’s enterprise goals and priorities.

This position will be located in Eveleth, MN with the eligibility for a hybrid telework schedule. If approved for telework, the incumbent will be required to complete a telework agreement.

This position will require reporting to the primary work location up to four (4) days per week during the probationary period, and a minimum of three (3) days per week on a regular basis.

Occasional travel is required.

Qualifications:

The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position:

Minimum Qualifications

  • Five (5) years management experience, including knowledge of business principles and organizational behavior.

*Bachelor’s degree in Business, Finance, or other closely related field as determined by the agency can substitute one (1) year of experience; Master’s degree substitutes for eighteen (18) months of experience.

AND

  • Demonstrated knowledge of financial management and budgeting tasks.

  • Experience with policy development, analytics, assessment and performance management.

  • Exceptional oral and written communication skills, the ability to communicate clearly and professionally both verbally and in writing.

  • Ability to establish and maintain effective working relationships with agency managers, supervisors and staff, stakeholders, business, and governmental organizations as well as the general public.

  • Project management experience, including leading processes with tight timelines, adjusting to changing priorities, strong organizational skills, and attention to detail.

  • Experience working with a diverse clientele including the commitment to equity and inclusion in the work environment.

  • Valid MN Driver’s License.

Preferred Qualifications

  • Experience with real property management and development.

  • Supervisory experience in a union environment.

  • Broad working knowledge of Minnesota State contracting requirements and processes, and capital project and asset preservation budgeting, planning and implementation.

  • Knowledge of governmental business practices and experience dealing with administrative policies and procedures.
