Summary This position will support the Eugene Community Based Outpatient Clinics (CBOC's) and will support the Roseburg VA Health Care System (RVAHCS) campus and Coastal CBOC's in the Operations, Maintenance and Repair of a multitude of architectural, structural/nonstructural elements, electrical, mechanical and plumbing disciplines. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties include but may not be limited to: Partners and coordinates with owners/lessor's representative to perform all needed maintenance. Represent organization in negotiations and interfaces with Contracting, contractors and other agencies. Evaluates the use of facilities for optimum effectiveness and efficiency. Determines the priority for the maintenance, repair and improvement of all buildings. Keeps management informed at all times. Provides consistent information according to established policies and procedures. Interprets drawings, blueprints and specifications independently and determines the layout and work sequences and types of lumber or special related materials. Qualifications QUALIFICATIONS To apply for this position, you must have the following qualifications: In order to qualify for the GS 7 position, you must possess one of the following: Specialized Experience: I have one full year of specialized experience (at the GS 5 grade level) that equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience includes: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Substitution of Education for Experience (Transcript Required): I have successfully completed one full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Combination (Transcript Required): I have equivalent combinates of successfully completed graduate education and experience to meet the total qualification requirements. Superior Academic Achievement: 1) Rank in the upper one-third of your class in the college, university or major subdivision.; 2) A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.; 3) A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.; 4)Membership in?a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. *For a list of recognized honor societies please visit http://www.achsnatl.org/quick_link.asp. Specialized experience includes: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.; Install, maintain, and repair interior walls, interior finishes, hand/chair railings, ceilings, glazing, and flooring to include vinyl composite tile, sheet flooring, and carpeting.; Construct, alter, maintain, and repair buildings, structures, partitions, panels, tool cabinets, bookcases, work benches, and other items using wood, wood substitutes, and composite building materials. Substitution of Education for Experience (Transcript Required): I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Combination (Transcript Required): I have equivalent combinates of successfully completed graduate education and experience to meet the total qualification requirements. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Building and Construction Communications Contract Administration IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. Physical Requirements: Physical demands range from conducting frequent inspections and surveys for prolonged periods of walking, standing, recurring reaching and bending to handling and/or assisting in emergency situations that may involve strenuous activity while also wearing heavy protective clothing and equipment for extended periods.
