The Department of Natural Resources (DNR) has an exciting opportunity. Are you motivated by complexity? Do you have a keen eye for the finer details? The DNR is looking for a driven individual to join their team as a Fiscal Analyst 2 in the Southeast Region.  This position supports the business operations of the Southeast Region by providing payroll support to the employees and management. This position is responsible for processing payroll and benefits for the region. To be successful in this role, the incumbent has to be able to interact and communicate well with a wide range of employees and understand the application of Collective Bargaining Unit rules. The incumbent also has to be able to focus in a very busy environment, as they are responsible for analyzing and correcting any discrepancies.

Responsibilities:

  • Analyze, interpret, and apply complex Civil Service Rules and DNR policies concerning regular pay, overtime-eligible, and non-eligible employees.
  • Auditing, reviewing, and processing payroll for approximately 200 permanent and part-time employees.
  • Ensuring all payments are timely, accurate, and in compliance with State and Federal requirements, and Collective Bargaining Unit Agreements
  • Oversees and verifies medical, dental, life, and long-term disability insurance enrollments and changes, ensuring accuracy of coverage and deductions. Verifies and ensures the accuracy of retirement data.
  • Analyze and interpret recurring financial payroll data to identify any discrepancies in various payroll, leave and benefits functions, over/under payments, NTAR corrections, and leave accrual and use issues.
  • Supervise one Fiscal Analyst 1 position within the Accounting Unit.

*Required Qualifications: *

  • High school diploma or GED equivalency; AND 18 quarter or 12 semester hours of college-level accounting; OR an equivalent combination of education and experience.
  • Experience with payroll or accounts payable or accounts receivable
  • Basic knowledge of accounting principles.
  • 2 years of experience with using computer programs such as Microsoft Outlook, Word, and Excel.
  • Understanding how to prioritize work to meet inflexible and competing deadlines while dealing with constant interruptions.
  • Understand how to proofread, and plan and organize workloads.
  • Accustomed to researching, interpreting, and explaining WAC, Collective Bargaining Agreements, agency policy and procedures, and other applicable regulations.
  • Understand how to communicate clearly and concisely, both in writing and verbally.
  • Accustomed to presenting ideas effectively to diverse individuals and groups.
  • Accustomed to providing superior customer service through accuracy, availability, partnership, and education for both internal and external customers.
  • Understand how to maintain a high level of accuracy with a heavy workload applying attention to detail in everyday tasks.
