Responsibilities Serves as the principal expert and technical advisor for the Field Office and District Office's Rangeland Management Program and provides program status reports and briefings on program activities and issues. Interprets higher level agency policies/directives/develops supplemental guidance as necessary. The work requires extensive contact with the affected interest to gather information, explain findings, defend the agency position, and build consensus. Develops long-range objectives and established guidance and direction to ensure effective use of automation in program accomplishment and to improve cross-program coordination. Principal staff incumbent regarding the adequacy and propriety of the Rangeland Management activities data as they are portrayed in the Annual Work Plan (AWP)and program documents. The incumbent has the lead responsibility for collaborating with the District Office and the state office program leads staff to analyze and coordinate program guidance. Provides guidance/ensures the rangeland management portions of land/plans are consistent with enabling laws, policies, regulations, and environmental mandates (National Environmental Policy Act, Clean Air Act, National Historic Preservation Act). Coordinate with federal, state and local agencies, elected officials, Native American tribes, the general public, interest groups and individuals with specific expertise or knowledge in preparation and review of these projects. Responsible for developing, tracking, and monitoring the grazing and range improvement program accomplishments and budget and progress toward AWP targets. Degree: Range Management OR a related discipline that included at least forty-two (42) semester hours in a combination of the plant, animal, soil sciences, and natural resources management, as follows: 1) Range Management: At least eighteen (18) semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning. 2) Directly related plant, animal, and soil sciences: At least fifteen (15) semester hours of directly related courses in the plant, animal, and soil sciences, including at least one (1) course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable. 3) Related resource management studies: At least nine (9) semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management. 4) Combination of education and experience with at least forty-two (42) semester hours of course work in the combination of plant, animal, soil sciences and natural resources management as described above, plus appropriate experience or additional education. In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: At the GS-12 Level: One (1) year of specialized experience equivalent at the next lower grade (GS-11) in Federal service. Specialized experience is defined as experience in rangeland management programs and coordinates the efforts of a variety of rangeland management areas - rangeland health, inventories, grazing, trespass issues, or monitoring; coordinates with other programs, such as wildlife, wild horses, and burros, threatened and endangered species, riparian habitat, etc. to prepare and review policy and NEPA documents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands: Work primarily occurs in an office setting. The incumbent may be required to perform duties that require recurring bending, crouching, stooping, reaching, or lifting. Work may also include lifting of moderately heavy items. Field work is a recurring requirement. Work Environment: Work is normally performed in an office setting. Outdoor exposure requires some discomfort in extremes of temperature or inclement weather. The incumbent may be subject to hostile wildlife, chemical and physical hazards. The incumbent will carefully adhere to all safety procedures to mitigate hazards encountered. Field work is a recurring requirement. Education This position falls under the Rangeland Management Series, 0454. There are Individual Occupational Requirements (IOR) for this job series. This position has a positive education requirement (see qualification section for education requirements). You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment.
