Summary 9/3/21: Update to announcement reflects a change in salary range. * A Recruitment/Relocation Incentive may be authorized to a highly qualified candidate. * The Chief of Pathology and Laboratory Service serves as the administrative and clinical Section Chief for Pathology and Laboratory Service and is responsible for the overall operation of the Service Line at the El Paso VA Health Care System (El Paso, TX) Responsibilities Applications will be reviewed for determination of eligibility and qualifications and be referred as they are received. The Chief of Pathology and Laboratory will assume the responsibility, in collaboration with the Administrative Officer and Lab Manager for the overall management of the Pathology & Laboratory Service across all sites of care. This includes the organization of the clinical and administrative day to day activities of the service, development and approval of guidelines, SOPs and policies for the Service and management of Quality Assurance guidelines and protocols to ensure integrity and safety. The Chief of Pathology and Laboratory will fulfill the duties of the position that will include but are not limited to; Administrative Will provide leadership and accountability for all aspects of Pathology & Laboratory service, assuring support of the mission and values of this health care system and VISN 17. Will assume responsibility for carrying out the goals, objectives, plans and policies established by the Chief of Staff and Health Care System Director. Coordination and administration of related activities in the service, which includes the management of pathology and laboratory, and supervision of personnel. Utilize data about providers and goals for the Path & Lab Service to address deficiencies. Plan, implement, and manage the Performance Improvement/Quality Management programs within the Service. Formulate and implement general policies, procedures, standards and goals and objectives for the Service that are consistent with and supportive of the mission of the health care system and VISN 17. Coordinate and integrate the interdepartmental functioning of the Path & Lab Service. Complete performance appraisals, proficiency reports, and professional practice evaluations on staff pathologists and other direct reports within the Service. Ensures adequate resources are available to effectively operate the service and utilize them in an effective and efficient manner. Clinical Provides interpretive and patient care services within the scope of Pathology & Laboratory service. Establish effective and productive relationships with medical center administration, staff, Veterans and the community as appropriate; to comply with training requirements and to contribute to a safe environment for patients and staff. Stay abreast of recent advances in respective specialty techniques and technological innovations as they become available. Follow standards of clinical competence and conduct; to also maintain standards through compliance with credentialing and privileging, clinical practice and performance, and comply with other quality improvement activities. Provide quality clinical care and services with regard to customer satisfaction, compliance with Joint Commission regulations and other relevant accrediting agencies as indicated, and ensure efficiency of service delivery. Work Schedule: Monday to Friday 8:00 am to 4:45 pm (Alternate schedules may be necessary to meet the needs of the organization needs.) Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/24/2021. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Proficiency in spoken and written English. Physical requirements outlined below. Preferred Experience: Five or more years of administrative/supervisory experience in Healthcare, More than five years of experience working in a laboratory environment, with privileges at an outpatient clinic or hospital. Must possess more that two years of experience in overseeing, developing, coordinating and evaluating laboratory related programs. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: The Chief of Pathology and Laboratory Service position will require Light lifting (under 15 pounds), Light carrying under (15 pounds), Walking (1 hour), Standing, (1 hour), Repeated bending (.25 hours), Climbing, legs only (1 hour), Both legs required, Ability for rapid mental and muscular coordination simultaneously, Near vision correctable at 13" to 16" to Jaeger 1 to 4, Far vision correctable in one eye to 20/20 and to 20/40 in the other, Both eyes required, Depth perception, Ability to distinguish basic colors, Ability to distinguish shades of colors, Hearing (aid permitted), Mental and Emotional stability required, Use of fingers, working alone and working closely with others.
