Responsibilities SUMMARY: The primary purpose of this position is to function primarily as the installation's testing program manager and provide administrative support to Education and Training Section (ETS). Responsible for oversight and management of the Air Force Military Personnel Testing System (AFMPTS) and Voluntary Education Testing Program by incorporating testing requirements and close supervision of all test material. Performs administrative and support work and technical guidance for ETS. DUTIES: Manages, maintains, and controls test material. Manages and administers the installation level testing programs, which include all military tests, the Credit-by-Exam program (CLEP/DSST), civilian testing programs, such as FAA and Pearson Vue testing, and any other required tests IAW with applicable directives. Administers military personnel tests for mission-specific requirements related to procurement, aptitude, promotion, proficiency, and qualification standards. Manages the Foreign Language Proficiency Pay & Bonus (FLPP/FLPB) programs. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes 1) Providing knowledge of military policies and procedures relating to the enlisted and officer promotion programs, military testing programs, Foreign Language Proficiency Bonus Program (FLPB), and an understanding of the coding system and verification data applicable to eligibility requirements. 2) Applying knowledge of the regulations, directives, policies, and procedures regarding the receipt, storage, handling, accountability, and destruction of Controlled Test Materials. 3) Using knowledge and understanding of the coding system and verification data applicable to promotion eligibility requirements in MILPDS, WIRE, and related systems such as DJMS, PCII, CMS and methods to interface the systems to compare pay authorized and pay received, correct discrepancies, and confirm pay account transactions. 4) Administering knowledge of the methods, principles, and practices and techniques related to testing and training program management and use of training resources, including knowledge of laws, regulations, policies, practices, and procedures covering military and/or civilian training and instructional systems design and delivery. 5) Accessing, inputting, analyzing, and modifying automated data impacting testing program's adequacy and/or deficiencies and accuracy of testing-related data. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of military policies and procedures relating to the enlisted and officer promotion programs, military testing programs, Foreign Language Proficiency Bonus Program (FLPB), and an understanding of the coding system and verification data applicable to eligibility requirements. Knowledge of the regulations, directives, policies, and procedures regarding the receipt, storage, handling, accountability, and destruction of CONTROLLED TEST MATERIALS. Knowledge and understanding of the coding system and verification data applicable to promotion eligibility requirements in MILPDS, WIRE, and related systems such as DJMS, PCII, CMS and methods to interface the systems in order to compare pay authorized and pay received, correct discrepancies, and confirm pay account transactions. Knowledge of the methods, principles, and practices and techniques related to testing and training program management and use of training resources; including knowledge of laws, regulations, policies, practices, and procedures covering military and/or civilian training and instructional systems design and delivery. Skill to access, input, analyze and modify automated data impacting testing program's adequacy and/or deficiencies and accuracy of testing-related data. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
