U.S. Air Force - Agency Wide PUBLIC AFFAIRS SPECIALIST- DIRECT HIRE AUTHORITY in Edwards AFB, California

Summary In this position you will manage the the Community Engagement Matrix and the command's Honorary Commanders Program, maintain lists of key individuals within local organizations, arrange meetings for the Wing Commander, PA Director, and other wing/base leaders, and engage in frequent interactions to encourage support for the wing mission, Edwards AFB organizations, and the U.S. Air Force. Responsibilities This position does not meet minimum coverage for application of the GSSG as supervisory duties do not constitute a major duty occupying at least 25% of the incumbent's time. Serves as the primary community contact and community spokesman on installation and supervises the community relation staff. Initiates and maintains frequent contact with local community leaders and groups to keep them informed about the programs and activities of the Air Force Test Center. Writes news releases, articles for the base newspaper, fact sheets and other print products regarding base programs, activities and personnel, using appropriate journalistic style. Performs other public affairs duties and acts on behalf of the director of public affairs, when required, in the absence of the director. Take full responsibility for planning, managing, and executing a multi-dimensional community engagement program, according to DoD and Air Force policies and instructions, that includes an Honorary Commander Program and other diverse opportunities for base/wing leadership engagement with civic, organizational, and business leaders from surrounding communities. Is familiar with production techniques, equipment, software, and processes to manage effectively and fill in for production staff members as needed. Drafts policy, plans, guidance, and instructions that define, drive, and manage wing/base community engagement efforts. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experience examples are handling a variety of public relations tasks, such as producing press releases, articles for the base newspaper, fact sheets, and other print materials about base programs, activities, and personnel in the proper journalistic style. In addition to taking images and crafting suitable journalistic captions to bolster print content. Experience in emergency/crisis response, communication planning, community involvement, command information, visual information, special event planning, environmental, security, policy evaluation, and public affairs resource management are also necessary. KNOWLEDGE SKILLS AND ABILITIES: Knowledge of communication theory, public affairs principles and the practices used to implement them. Skill in oral and written communication--ability to apply accepted English and journalistic standards to convey complex information to audiences with different levels of understanding. Knowledge and general understanding of Air Force, Air Force Materiel Command, Air Force Test Center, media and community programs and policies related to public affairs programs. Skill in gathering, evaluating, and interpreting data to identify potential problem , arrive at valid conclusions and offer meaningful recommendations and/or resolutions. Skill in working with people to maintain effective working relationships with groups interested in or affected by public affairs programs or policies Skill in organization--ability to plan programs, prioritize tasks of varying degree of complexity and complete them under deadline. Skill in typing, word processing and other basic office software programs. Desired Skills: Experience designing, managing, and executing all aspects of a high-op-tempo community engagement program in a military environment is highly desired. Experience crafting community engagement office instructions, to include tour and civic-leader programs, and speaker and flyover requests. Ability to interact with all types of on-base and community-based organizations and individuals to increase opportunities for engagement with base/military leadership. Experience setting up and frequently updating an after-action report archive accessible to all leaders. Experience establishing and communicating written community engagement policy. Experience running an Honorary Commanders program, to include orchestrating quarterly large-group events and frequent small-group civic-leader recognitions. Experience managing a tour program, to include crafting tour itineraries and scripts, and recruiting, training and managing tour guide volunteers. Qualifications/Requirements: U.S. Citizenship Obtain & maintain Security clearance Subject to regular local travel and Temporary Duty Assignment (TDY) by military or commercial aircraft approximately 20 days per year. Performs periodic 24-hour alert duty as on-call Public Affairs representative. May be the Public Affairs point of contact at a forward operating location in the event of hostilities or wing deployment. Location is not negotiable and physical presence at the assigned work location is required on most workdays and sometimes on weekends and holidays. Proficiency in all Microsoft Office programs and Adobe Acrobat is required. Incumbent will be subject to recall and may have to work during other than normal duty hours, including evenings, weekends, and holidays. The incumbent must be available to support exercises or contingency operations and may be required to work irregular shifts or overtime. Ability to communicate ideas orally and in writing with tact and diplomacy. Position requires at least a high school diploma with 5-10 years of experience in similar roles.
